신자유주의 교육개혁의 성격과 평가 = Characteristics and Prospect of the Neo-liberalismEducational Reform

The purpose of the study is designed to find a desirable direction of the Education Reform by diagnosing the problem and character of the Educational Reform which stans for the Neo-liberalism lately. Neo-liberalism is based on the leading Western industrial history and its society, which is a new economic strategy. Neo-liberalism policies executed by our government includes school Administration Committee, shortened age limits of teachers, independent private high schools, piecework system, and increased contractual teachers.
Neo-liberalism educational reform has legalized and enforced previously troubled out-of-school studies and entrance examination-oriented education. As a result, educational publicism has been weakened, while strengthening the individualistic tendency of education.
This Neo-liberalistic educational rearrangement has the characteristics of introducing market principles, changing education in the direction of enhancing labor flexibility, and strengthening capitalism ideology.
Therefore, We should pay attention to find alternative to the neoliberal models which are beginning to show, especially in their practical application, the weaknesses of their theoretical formulations. In order to begin to envision successful educational reforms, it is necessary to participate social action among all actors involved in educational policy-making

국문 초록 (Abstract)

이 연구는 한국의 신자유주의적 교육개혁을 비판적으로 고찰함으로써 향후 교육개혁의 방향을 제시하는데 유용한 시사점을 도출하려고 한다. 따라서, 국민의 정부 교육개혁의 주된 이론적 배경이 되고 있는 신자유주의의 배경과 논리를 통해 그 성격을 탐구하고, 이를 바탕으로 신자유주의 논리의 핵심적인 정책들인 교원정년 단축, 자립형사립고, 교원 성과상여급 제도의 시행 등을 평가한다.
문민정부에서부터 교육개혁의 이론적 토대로 채택된 신자유주의는 개혁의 당위성인 세계화, 정보화, 지식기반사회와 같은 사회변화 담론을 통해 교육부문에 접목되었다. 그러나 신자유주의 이데올로기가 정당성을 가지려면 도입될 때 우리 사회의 교육상황은 신자유주의가 문제시한 요인이 교육문제로 여겨졌어야 한다. 서로 다른 특성을 갖는 교육영역과 경제영역의 차이가 인정되지 않고, 경제논리를 교육에 적용한 것은 분명 문제를 안고 있다. 신자유주의 사조가 선진국들의 주요한 흐름임을 볼 때, 한국의 교육개혁은 한국적 상황에 적절한가의 여부, 즉 적합성차원에서 검토되어야 한다.
신자유주의 교육개혁을 지속적으로 추진해 온 국민의 정부가 그 임기를 다 해 가는 이 시기에 그간의 교육개혁 추진 성과를 평가하는 것은 대단히 시의성을 갖는다고 본다.
