자원봉사 정부지출이 개인의 자원봉사 참여에 미치는구축효과에 관한 연구 = The Crowd-out Effect of Government Spending for Volunteering on Volunteering

국문 초록 (Abstract)

본 연구는 자원봉사 정부지출의 의도치 않은 결과에 대한 분석을 목적으로 한다. 이를 위해 본 연구는 자원봉사정책이 단순히 자원봉사를 활성화하기 위한 수단이라는 규범적 관점이 아닌 공공서비스 제공을 위한 정부･ 시민사회 간 자원협력제도로 바라보고, 이를 바탕으로 공공･민간자원 구축효과이론과 지대추구이론을 고찰･ 적용하였다. 이에 본 연구는 자원봉사 정부지출과 자원봉사 정부지출에서 지대추구비용이 차지하는 비율이커질수록 자원봉사 참여 정도는 작아질 것이라는 두 가지의 구축효과 가설을 설정하였다. 분석은 2015 통계청 사회조사 자료(만19세 이상 34,403명)와 16개 광역자치단체 자원봉사센터 자료에 대해 일반화된위계적선형모형(HGLM)을 적용하였다. 분석결과, 자원봉사 정부지출 규모 자체보다는 자원봉사 정부지출에서의 지대추구 규모에 의한 유의한 자원봉사 구축효과가 나타나고 있음이 발견되었다. 마지막으로 이에 대한 이론적, 정책적 함의를 논의하였다.

다국어 초록 (Multilingual Abstract)

This study aims to explain why government spending for volunteering has negative or non-significant effects on volunteering. This puzzling phenomenon has not yet been fully explained due to the normative orientation dominant in volunteering policy studies. To break through this paucity of explanation, this study took a politico-economic perspective on volunteering policy. Based on rent-seeking theory, this study expected that a higher proportion of rent-seeking in total government spending for volunteering policy would lead to a lower level of volunteering(the crowd-out effect), because of the unproductive but redistributive nature of rent-seeking. The data that this study uses come from two sources: the 2015 Social Survey by Statistics Korea and the 2015 Volunteer Center Report by the Ministry of the Interior. The method included HGLM(binominal logistic multi-level model).
The primary finding of this study is that rent-seeking behaviors do matter when it comes to implementation of volunteering policy. As expected, an increase in rent-seeking in volunteering policy implementation significantly reduced individuals' volunteering participation. However, government spending for volunteering itself had no significant effect on volunteering. Finally, theoretical and policy implications of these research findings are discussed.
