지역혁신 클러스터 추정과 지역경제성장에 미치는 효과 분석(결과보고서)

국문 초록 (Abstract)

본 논문은 지역혁신 역량을 지역혁신 클러스터 값으로 정의한 다음 1991년부터 2002년에 이르는 기간 동안 우리나라 15개 시도의 지역혁신(Regional Innovation) 클러스터 k값을 추정하였다. 본 논문은 이를 기초로 지역별 혁신역량이 지역경제성장에 미치는 효과를 지역총생산함수의 추정을 통하여 실증분석을 하였다. 실증분석 결과 시간이 지남에 따라 전 지역에 걸쳐 혁신역량은 제고되어 왔다는 것이 입증되었는데, 지역혁신 클러스터의 성과가 대도시권에서 가장 크게 나타났고 다음으로 대도시 근접권, 비도시권으로 나타났다. 또한 지역혁신 클러스터가 지역경제성장에 미치는 효과를 지역총생산함수(Regional Production Function)의 추정을 통하여 분석한 결과, 여타 조건이 동일한 경우 지역혁신 클러스터의 구축이 지역총생산(GRDP: Gross Regional Domestic Product)에 양(+)의 효과를 미치는 것으로 밝혀졌다. 전체 15개 시도를 대도시권, 대도시근접권 및 비도시권으로 구분하여 지역총생산함수를 추정한 결과 대도시권의 지역혁신 클러스터 구축이 비도시권보다 지역경제성장에 더 큰 양의 효과를 미치는 것으로 밝혀졌다. 이와 같은 실증분석 결과의 정책적 시사점은 비도시권에 대해서는 교육, 문화, 사회관련 인프라를 다양하게 구축하여 지역혁신 역량을 제고할 필요가 있으며, 대도시권의 경우 선택과 집중의 원칙 하에 보다 전문화되고 특화된 분야에 투자가 중점적으로 이루어져야 한다는 점이다. 현재 참여정부에서 국가균형발전과 분권화 및 지방화의 대안으로 대두되고 있는 지역혁신 클러스터 정책은 실증적으로 그 유용성은 검증되었으나 지역별, 권역별 실천수단의 차별화가 요구되고 있다는 것이 본 논문 실증분석의 중요한 정책적 시사점이 될 것이다.

다국어 초록 (Multilingual Abstract)

In this paper we estimates the regional innovation cluster value(k) for fifteen regions during 1991-2002 period in Korea. Using the panel data for the same group we also estimate the regional aggregate production function to analyze the effect of the regional innovation cluster on the regional economic growth. The main results of empirical analyses are as follows. Firstly, the regional innovation cluster have been enhanced during the same period for all regions. However, as far as the speed of building regional cluster is concerned, the metropolitan area is far ahead and the outlying metropolitan area and the remote hinterland area follow the first runner. Secondly, estimating the regional aggregate production function we found that the regional cluster capacity affect the regional economic growth positively and statistically significantly. In addition in terms of magnitude of the effect the metropolitan are exceeds the rest areas. The policy implications of our empirical findings are such that the non-metro areas should build up social, cultural and education infrastructure to enhance the effect of regional innovation cluster on the regional economy, and the metro area on the other hand should specialize more competitive industry so that the economy as a whole attain the balanced economic growth across the regions.
