군 장병을 위한 동료상담 프로그램 개발 연구 = The Military Peer Counselling Training Program

The objective of this study was to develop a military version of the Solian Peer Counseling Program in order to support psychological health in late-adolescent soldiers, prevent accidents within the military, and eventually contribute to the promotion of a healthy military culture.
Prior to the development of the program, a preliminary research was conducted on 564 soldiers and 62 commanders in order to identify their needs. Based on those results, constructs and structure were derived. In addition, a program was constructed together with field experts consisting of a fundamental rights of military counselor and a professional counselor, and an exemplar training session was conducted on a group of 92 soldiers. The program was developed based on the phased Peer Counseling Program (2000) for children and adolescents and a mentoring program designed to encourage active and concrete helping behavior in military Solians. The resulting program was tested through participant-rated evaluation. Discussion and suggestions regarding the results of this study are as follows.
First, participants were asked to rate the program to test the effectiveness of and further modify the program. Results indicated positive evaluations in areas such as level of satisfaction on overall training, active involvement of participants, reliability of the program-administrating organization, with ratings over 4.2 (of a total score of 5) in all areas but level of program convenience.
Second, the program was developed to reflect circumstances unique to the military.Military Solian peer counselors were assigned roles as counselors and as well as mentors, and the program was designed to enhance their motivation towards being a military Solian peer counselor.
Third, systematic care and support for the selection and operation of military Solian peer counselors is needed for the promotion of the military Solian peer counseling program. Specific roles need to be assigned to military Solian peer counselors upon selection, and a certain amount of time should be guaranteed to the counselors for their continuous training and care.
Fourth, directors who can lead and supervise military Solians need to be trained and supported. Since military Solians are ordinary soldiers themselves, it is a prerequisite that there be a leader to guide and supervise them. A cooperative system allied with fundamental military rights counselors or local professional counselor should be established.
Fifth, attention and cooperation from the administration and active support from within the military is needed to foster military Solian peer counseling activities.

국문 초록 (Abstract)

본 연구는 후기 청소년기에 해당하는 장병들의 심리적 건강을 돕고 군대내 사고 예방과 궁극적으로는 건강한 군 문화 확산에 기여할 수 있도록 동료상담 프로그램을 개발하는 것을 목적으로 한다. 이를 위하여 장병 564명과 지휘관 62명을 대상으로 요구조사를 실시하고 문헌연구를 통하여 프로그램의 구성요소와 구조를 추출하였다. 1차 구성된 프로그램을 예비실시와 전문가 자문을 통하여 수정, 보완하였으며 총 92명을 대상으로 프로그램을 실시하였다. 본 프로그램은 청소년을 위한 단계별 또래상담프로그램과 멘토링 프로그램을 토대로 개발하였으며 참가자 관점의 평가를 통하여 프로그램의 적정성을 검증하였다. 본 연구 결과에 대한 논의 및 제언은 다음과 같다. 첫째, 군 상황을 반영한 동료상담 프로그램의 현장 적용가능성은 매우 긍정적인 것으로 나타났다. 프로그램의 효과를 검증하기 위하여 참여자 관점의 평가가 이루어졌으며, 그 결과 편의성을 제외한 모든 영역에서 4.2점 이상의 점수로 동료상담 교육 전반에 대한 만족도, 프로그램참가자의 적극적 참여, 프로그램운영기관에 대한 신뢰성에서 긍정적인 평가가 이루어졌다. 둘째, 프로그램에 대한 긍정적이 평가에도 불구하고 향후 활성화를 위해서는 몇 가지 한계점이 있다. 우선 본 연구에서는 프로그램진행과 내용에 대한 전반적인 평가가 이루어졌으나 참여자의 변화에 대한 평가가 이루어지지 못하였다. 따라서 이후 연구에서는 동료상담 프로그램의 교육과 활동 이후의 변화에 대한 평가가 이루어져야 할 것이다. 셋째, 군 동료상담 프로그램의 활성화를 위해서는 동료상담자를 양성할 수 있는 지도자 교육이 우선 되어야 한다. 이를 위해 군기본권 전문 상담관과 지역 센터 전문지도자의 협력체제가 이루어져야 하며, 행정부처의 협조와 부대 내의 적극적 지원이 반드시 필요하다.
