과학기술 정책결정에서의 정책이전 연구 = 연구회 도입 사례

국문 초록 (Abstract)

이 연구는 연구회가 우리나라에 도입된 지 10여년이 경과한 시점에서 정책이전이라는 새로운 접근법을 사용하여 연구회 도입을 위한 정책결정 과정을 분석하였다. 구체적인 분석은 정책결정 과정을 정책의 제 설정, 정책형성, 정책집행의 단계로 구분하고, 각 단계에 대응되는 이전 주체, 이전 동기, 이전 원천, 촉진 또는 저해요인, 이전 내용, 이전 정도, 문제 해결 및 성공여부의 8개 변수를 활용하여 이루어졌다. 분석결과는 현 시점에서 우리나라의 연구회 이전정책은 정책의제 설정 과정에서의 외환위기 상황의 급박성과 외부인 주도, 정책형성에서의 이해관계 조정 미흡 및 저해요인의 극복 실패, 정책집행 과정에서의 핵심사항 누락 및 결여 등으로 인해 아직은 미완의 제도로 남아 있다는 결론을 도출하고 있다.

다국어 초록 (Multilingual Abstract)

This work aims to analyse the policy making process for the Korean government to introduce the research council system from the European countries such as Germany and the UK in late 1990s, by adopting the policy transfer theory which has been actively studied in European countries. For this, I firstly categorized the whole policy making process for the introduction of research council system into three sub phases such as the agenda setting, policy formulation and policy implementation, and then adopted eight analytical factors, namely actor, motivation, sources, promotion orland hinderance, contents, level, settlement, success or failure in accordance with each phase of the policy making process. The result shows that, in the current state, the policy transfer of the research council system from the European countries seems a little bit failure case, which has been mainly due to the urgent situation in IMF crisis and the dominant role of the external actors in the agenda setting, the failure of overcoming the hinderance arisen from stake-holders in the policy formation and the lacks of essential components of the research council system in the policy implementation.
