Modernization and industrialization drove the formation, growth, and spatial expansion of cities. The residential spaces formed during this process were not the product of a single plan but were constructed amidst changing political, economic, and social conditions. Downtown residential areas, responsible for reproducing the labor force necessary for urban growth, formed the core foundation of city formation. However, as the relocation of downtown functions and population migration accelerated, they were gradually redefined as ‘old downtown’ areas. Old downtown areas became targets for policy intervention and redevelopment aimed at functional recovery, but not all attempts at change succeeded. Redevelopment areas that failed to achieve success not only deteriorated physically but also generated conflict and confrontation, altering residents' lives and relationships. Subsequently, the state introduced urban regeneration projects to revitalize areas where redevelopment had failed. State-led urban regeneration aims to improve the physical environment and restore resident communities, presented as a policy alternative to demolition-centered redevelopment.
Dongmyeong-dong, the subject of this study, is the first case in Gwangju where redevelopment was canceled at the initiative of residents. During the redevelopment process, residents seeking to create new opportunities by leveraging ‘my home’ and those striving to protect ‘my home’ sustained conflict and confrontation. Residents organized their interests by mobilizing their respective capabilities. For them, redevelopment functioned as a time to recognize the meaning and value of their homes. Dongmyeong-dong's redevelopment was halted as the discourse advocating for the preservation of one's home gained traction. Following the halt, an urban regeneration project was introduced to Dongmyeong-dong. For residents, urban regeneration was perceived as a new opportunity to transform the poor housing conditions and the value of their homes, issues that had been highlighted during the pro- and anti-redevelopment conflict. Particularly, the principle of resident-led urban regeneration fostered expectations that the residents' demands and aspirations surrounding their homes would be realized. It was anticipated that the residents' capacity, forged and demonstrated during the redevelopment conflict, combined with national policy, could shape the future of the new village. This expectation was based on the recognition that the cancellation of redevelopment, which had been the background for the selection of the urban regeneration project, was achieved through resident action.
Dongmyeong-dong was formed organically by people migrating from outside who established their own residential areas during the formation of the modern city. Improving the residential environment had long depended on the residents' own efforts. The push for redevelopment and its subsequent cancellation were also led by residents. State intervention and support focused on new urban development, while old downtown residential areas were excluded from state policy. After redevelopment was canceled, state intervention and support for regeneration demanded new forms of participation and responsibility from residents, unlike anything they had experienced before. Urban regeneration clearly presented the state's perspective and solutions for declining residential spaces, and residents became participants implementing the institutional measures the state had prepared for regeneration.
Urban regeneration is a process where state planning intersects with residents' everyday practices, reconfiguring social space and placeness. It unfolds atop historical layers where past development policies, failed experiences, and residents' lived histories and memories accumulate. It is a relational process where diverse actors-residents, administration, experts, intermediary support organizations-negotiate and clash within asymmetrical relationships. Simultaneously, urban regeneration is a process of territorialization that politically reconfigures places by redefining spatial boundaries, usage rights, and representation. Through urban regeneration, the state renders residents' living spaces and community activities legible and standardized. This planning creates a tension with the practical knowledge accumulated by residents on the ground.
This study analyzed the living conditions and practices of residents who chose to remain in Dongmyeong-dong, where urban regeneration was being implemented. By tracing how the practical knowledge accumulated by residents is generated and transformed in its engagement with state policy, the researcher interpreted the residency experience and reconfiguration of place for those who remain as a long-term, processual social practice. Furthermore, through the discourse and practices of community and space promoted by the urban regeneration project, the study analyzed how the state's technical interventions are translated, resisted, and transformed within residents' practices. While these residents' practices are not captured by policy outcome indicators or institutional evaluations, their everyday, embedded practical knowledge functioned as a vital resource sustaining life even after urban regeneration. This study interprets ‘staying put’ as an affective and practical choice formed within relational place-making, positioning it not as passive compliance with state-led spatial reorganization but as an active life strategy.
The researcher analyzed the place-making of ‘those who stay’ by focusing on relational and processual practices, interpreting the tensions and affective dynamics between the planned order designed by the state through urban regeneration and the spaces experienced by residents. Through this, the researcher aims to reveal the meaning of residence for residents of the old downtown, rather than focusing on the success or failure of urban regeneration.
