수도권 기업의 지방이전과 지원정책: 충청권 기업의 인식 = The Relocation of the Capital Region Firms to the Provinces and its Supporting policy: Cognition of Enterprises in Chungchong Province

다국어 초록 (Multilingual Abstract)

The purpose of this study is to investigate newly the support systems for the relocation of the capital region firms to the provinces and the businesses attracting strategies of local governments through the survey on local enterprises. The research results are as follows. Firstly, it is necessary to develop a more decent incentive system, such as supply increase of the low-priced factory site, extension of financial aid and tax incentives etc, at the local government level to overcome comparative advantages of corporate management conditions of the capital area. Secondly, to secure good professional manpower is understood as the No.1 business obstacle at relocating of the capital zone firms to the provinces. Accordingly, local governments should give shape to a business-friendly custom-made plan to supply good professional manpower. Thirdly, the business- friendly one-stop supporting system is evaluated as an administrative service priority, which the local governments have to operate firstly for attracting the capital zone firms. Fourthly, it is looked out that relocating the capital region firms to the provinces will bring significant positive effects for the creation of regular occupation and security of tax income in local economy, and a synergy between the relocation of the capital region firms and the relaxation of restraints in the Seoul capital zone can be expected. Fifthly, it was looked over that the capital zone also will obtain relatively high benefit. Therefore, tensions and wariness on the intra-relocating of the capital region firms ware expressed. Consequently, in order to activate local economy, active and systematic efforts of the local government level for attracting capital region firms and a series of new trial to correct failure cause and restriction factors of the enterprises attracting should precede all other things. Especially in this paper the author emphasizes what is called ``connected attracting method`` to magnify the attraction of companies investment through preferential attraction enterprises that can create substantial spillover effect.
