고양형 시민참여 지방자치의 현실과 발전방향

Today the whole world has been groaning from economic recession, youth unemployment, generational conflict and dissention between social classes. As Korea is not an exception, the people are getting hard-hearted and all kinds of tragic accidents never stop happening. It has been a long time since communities collapsed. Goyang City starting the inauguration of Mayor elected by the sixth popular vote was rightly keen to find how to restore a warm-hearted community. As a result, it ended up thinking of people as a solution. “Goyang-typed”citizen autonomy in which residents can participate in municipal administration and make a people-centered society for themselves has been brought up as a topic.Characteristics of citizen autonomy of Goyang City are largely divided to four parts. First of all, the city of Goyang completed two tracks based on “the system of citizen participatory municipal administration” and “the participatory system for local communities” after establishing a road map for citizen autonomy. “The system of citizen participatory municipal administration” drew up measures for residents to directly and actively take part in municipal administration while “the participatory system for local communities” carried forward organizational activation educations and community business for citizen autonomy. In the second place, it has broadened the scope of citizen participation through continuous discussions and consultations for the harmony and creative involvement of citizen. Thirdly, the city has attracted impassionate participation from public officials by implementing the wishing position system. Lastly, going beyond the bounds of region, Goyang City has made alliances with international cities such as Rochester City, the U.S.A. for the realm of citizen autonomy as well as national local autonomous entities.
During the inauguration of Mayor elected by the sixth popular vote, “Goyang-typed” citizen autonomy is evolving from strength to strength, too. Establishing a support center for autonomy community, the city will make use of it as resident contact spaces of consolidation. On the other hand, Goyang City plans to fulfill cultivation of autonomy talent, grass roots governance networking through the the support center(Off-line citizen extension network). The online homepage of civil autonomy(www.gojumin.go.kr) is going to be utilized as a hub, a archive and communication space of the residents including citizen autonomy(On-line citizen extension network). After all, it is the direction of“Goyang-typed”citizen autonomy to consummate a corporate town in which a million people, which is the population of Goyang City, participate in and communicate along with.
