지방정부의 생활보호행정체계에 대한 평가 : 대구광역시를 사례로 The Case of Taegu Metropolitan City = A Study on the Livelihood Assistance Systems in Local Government

The purpose of this study is to establish the reasonable livelihood assistance systems in local governments' administration in order to enhance efficiency, effectiveness, democracy and responsiveness. For the purpose of this study, the present state of the livelihood assistance systems in Korean local governments was first studied. therefore this study analyzed the structures, functions, budget, manpowers and welfare facilities of livelihood assistance systems in local governments, which are essential parts of social welfare delivery.; second, according to appraisal indicators which could scrutinize the problems of livelihood assistance systems, the major characteristics of livelihood assistance systems were evaluated and also current situations and role assignments of those systems are analized.
This study based on the primary doctrine of livelihood assistance systems in local governments, affirming all citizen s living deserving of human dignity. Therefore, building reasonable livelihood assistance systems in local governments has an important effect on the mental and material living sphere of the low income brackets.
The analysis was done to Taegu city cases. From the examination of the Taegu metropolitan city and Suseong-Gu's case, the current compositions of livelihood assistance system in local govemment are much isolated with the expected general principles in livelihood assistance systems. Especially, the lacks of specialty, synthesis, participation of local residents and sufficiency affect the dissatisfaction of low income group. And also there are the deficits of efficiency, democracy, and responsiveness from the perspectives of administration s ideology.
