한국공예산업 현황에 관한 연구 : 공예산업구조를 중심으로 = A Study on Status of Korea Craft Industry

국문 초록 (Abstract)

21세기 지식정보 산업화 사회에 진입하면서 우리사회는 커다란 변화와 혼란을 겪었다. 우리사회의 산업구조 및 생활환경 변화와 더불어 지적혼돈은 물론 글로벌 사회에서 약육강식에 따른 계층간 갈등의 벽은 높아만 가고 있다. 서로간의 신뢰와 정을 의지하고 살기 이전에 법과 권력, 그리고 재화에 많은 사람들이 무너지며 용기를 잃기 쉬운 시대에, 한 가지 위안을 갖게 해주는 것이 바로 공예라고 할 수 있다. 이와 같이 공예는 우리의 삶과 너무나도 밀접한 관계가 있다. 작게는 우리가 일상생활에서 쓰고 있는 생활필수품부터 크게는 우리가 매일 사용하는 컴퓨터, ITㆍ전자제품을 비롯하여 자동차, 비행기, 우주선까지 공예는 포괄적인 의미를 가진다.
우리나라의 공예는 공예의 특성상 미술ㆍ문화적인 공예와 산업적인 공예로 나뉘어져 있으며, 이에 따른 공예정책이 뒷받침되고 있다. 이러한 미술·문화의 영역과 산업영역의 공예정책은 분명하고 명확한 목적의식과 장기적인 비전을 가지고 있지 못하였으며 그때의 시대적 상황과 경제적 현실에 따라 만들어지며 시행되었다. 공예를 문화의 일부로 보는 문화체육관광부와 산업의 일부로 보는 지식경제부, 중소기업청으로 나뉘어져 있기 때문이다. 이마저도 독립된 공예정책이 아닌 다른 정책의 일부에 속해서 현재까지 진행되어 왔던 것이다.
앞으로 공예산업을 발전시켜 한국의 성장동력산업으로 육성하기 위해서라도 정부 지원부처의 통일을 가져올 수 없다면, 차선책으로 체계적인 분리로서 정책집행을 해야만이 공예를 사랑하고, 공예라는 직업을 가지고 사는 사람들에게 큰 힘이 될 것임에 틀림없다.
글로벌시대를 맞아 세계 각국은 자국의 전통공예와 현대공예 그리고 문화ㆍ관광산업을 융합하여 새로운 공예품을 제작ㆍ판매하고 있다. 그 나라의 문화를 이해하지 못하는 외국관광객들도 쉽게 손을 내밀어 구입할 수 있게 하는 손쉬운 방법이기 때문이다.
정부가 공예산업의 육성과 발전을 위해서 전통적인 공예와 작가 위주의 우수한 작품으로 한국을 알리는 것만이 최선의 방법은 아닐 것이다. 훌륭한 작품과 공예품이 생산되려면 먼저 공예를 하는 사람, 업체를 성장시켜 공예계 전반의 인프라 구축을 통해야 만이 저변확대를 통한 양질의 작품을 얻을 수 있기 때문이다. 더욱이 현재 공예를 전공하고 있거나 졸업한 사람들의 일자리 창출도 중요하다 할 수 있기에 더 더욱 공예계의 인프라 확충은 시급한 문제이다.
한국을 홍보하고 알리는데 공예산업이 일익을 담당할 것이라는데 이의를 제기할 사람은 없을 것이다. 세계 각국의 명품브랜드들도 기본적으로는 공예에서 출발했다고 볼 수 있듯이, 공예산업의 발전을 위해서는 한국을 대표하는 명품브랜드의 개발과 공예품의 대중화라는 두 가지 정책을 동시에 진행하여야 하며, 특별하면서도 대중적인 공예품을 생산하기 위해서는 가칭 ‘한국공예디자인산업연구소’ 와 같은 공예산업 연구기관의 설립과 함께 정부의 공예관련 체계적인 지원을 위해 가칭 ‘공예산업청’ 등을 통합설치 운영하는 방안도 재고할 필요가 있다.
본 연구는 한국공예산업의 현주소를 자세히 짚어보고, 공예산업의 현황과 개선해야할 점을 찾아 한국의 공예산업 발전방안을 수립하는데 있다. 처음 의도한 만큼 충분한 분석과 자료조사의 종합이 이루어지지 못한 아쉬움은 말로 형용할 수가 없지만, 우리 공예가 발전되기를 기원하며 최신의 자료들로 조사하는데 역점을 두었다. 공예인으로서 소박한 희망을 가진다면, 논문에서 충실히 제공하려 했던 기초 자료들로 하여금 정부의 올바른 공예정책에 진정한 도움이 되기를 바라며, 공예관련 정부부처의 신설을 간절히 기대해 본다.

다국어 초록 (Multilingual Abstract)

We had undergone severe change and confusion by becoming 21st century Knowledge Information Industrial Society. Intellecture confusion with industrial structure and the change of a life environment of our society and the conflict between classes in accordance with the law of the jungle in global community is rising.
In an easy time which many people give up and lose their bravery by the law, power and lots of goods, there is one thing for comport, that is Craft. It is really bound up with between Craft and our life.
Craft has a comprehensive meaning that comprises small necessities of life to a wide area of computers. IT·electoronic products, cars, airplanes, and as well as space plane.
Korea Craft is divided in art & culture craft and industry craft in accordance with property, and those are supported by Craft policy.
Two Craft Policies do not possess clearly and obviously object and long-term vision as well as those was made and operated by social situation and economy at that time.
The reason is that the Ministry of Culture, Sports and Tourism divides Craft into a part of culture and the Ministry of Knowledge and Economy and the Small and Medium Business Administration divides it into a part of industry. It has progressed not independent craft policy, but a part of other policies until now.
Unless they put together their ability for Craft Industry as Korea growth industry, they have to execute policy with systematic specialization, that's why people loving craft, who are craft by profession, gain great energy.
Every country manufactures and deals the new craft products by merging their traditional and present crafts and culture, tourism industry in Global Era.
It may not be a best way that the government for developing Craft Industry informs all over the world of Korea by only great works of traditional craft and artist. Above all, it had better establish Craft Infra by growing craftsmen and craft companies. It will be able to gain works with good quality. Because it is pretty important to make an job for being major in craft or graduates now, establishing Craft Infra is very urgent issue.
Nobody makes an issue that Craft Industry would contribute to informing all over the world of KOREA. We know that beginning of most of the Luxury brand is Craft. Two policies ㅡ Development of Korea key brand and popularization of crafts ㅡ must be progressed for Craft Industry advance at same time and it has to establish Craft Industry Study Organization like Korea Craft Design Industry Laboratory and is necessary for systematic support from the government related Craft for manufacturing special and popular crafts.
The study is for the present of Korea Craft Industry, and finding development method of Craft Industry from that. Although I lose my word because I could not thoroughly analysis and comprehend research, I hope to grow Korea craft and I emphasized researching the latest data. If I'm eligible to have small wish as a craftsman, I hope Craft policy to be assisted by my study, and I also eagerly expect that there will be new government department related with craft.
