공공사회복지행정의 정보화가 사회복지일선관료의 실천에 미친 영향 = 사회복지통합관리망에 대한 비판적 고찰

This article critically analyses the impacts of computer-based public administration system on the practices of street-level welfare workers. Street-level welfare bureaucrats in South Korea are not only ‘frontline administrators’ for social services delivery, but also ‘public social workers’ that have closely interacted with local welfare clients. However, current debates on computer-based public welfare system have mainly focused on its administrative efficiency and neglected its influence on social work practices. Thus, this research attempts to investigate how computer-based technology introduced in public welfare administration have transformed the human-based social work practices of street-level welfare bureaucrats. Through in-depth interviews with 9 bureaucrats, this study argues that information technology can restrict the reflexive and discretionary actions of public welfare bureaucrats.
