예방접종의 윤리적 문제점과 보건학적 측면에서의 해결방안에 대한 고찰 = A Review on Ethical Problems of Vaccination and Its Resolutions in the Public Health Perspective

This paper discussed current issues on ethical problems of vaccination and solutions.
1. There are several laws and rules for vaccination, but it is difficult to control systematically, because they are scattered in prevention laws for infectious disease, health care laws for mother & son and moreover penalty regulations are hardly observed.
2. The impact of vaccination on the health of people is large such that 24 million people are vaccinated annually, and consequently the declination of incidence rate is prominent, but in reality, there are lots of adverse effects, owing to indifference of doctors, problems related to vaccine keeping and inappropriate vaccinations.
3. It is necessary to develop the new and appropriate vaccine, considering each pathogen;s biological change. As for BCG, the evaluation must be made based on vaccination rate and incidence rate and when DPT MMR, compound vaccines, are used, their validity and adverse effect of vaccination, it is indispensable to systemize and actualize related regulations, to get doctor's exam thoroughly before vaccination, to publicize the characteristics of vaccine toward people, to set up monitoring system for adverse effect on national level and to make an effort to be responsible for ethical problems of vaccination.
