근로자의 고용 안정을 위한 고용보험의 과제

다국어 초록 (Multilingual Abstract)

Employment Insurances basic goals provide temporary relief to persons suffering from involuntary unemployment and stabilize employment. However, employment insurance fails to keep pace with fundamental changes in the labor market. Most of all, temporary work ends after a fixed term expires or after the worker completes a discrete work assignment, and thus temporary workers have no contract for ongoing employment beyond the time period or assignment and the mature of temporary work guarantees that he or she will be unemployed. This article explains how employment insurance improve employments eligibility requirements and introduce experience-rating rules to cover temporary workers without exacerbating its moral hazard problems.
