국문 초록 (Abstract)

이 연구는 강원 특별자치도 영월지역의 단종문화제와 인구감소 문제를 분석하고 단종문화제의 지속가능 성과 발전방안을 모색하는 것을 목적으로 한다. 2022년 통계청 우리나라 장래인구추계에 따르면, 한국 인구 는 2025년 5,167만 명에서 2072년 3,622만 명으로 감소할 전망이며, 이는 노동력 부족, 경제 성장 둔화 등의 문제가 논의되며 지방 인구감소로 인한 지역경제 쇠퇴의 우려가 증폭되고 있다. 본 연구는 1967년부터 2023 년까지 단종문화제의 참여 인원과 영월군 인구감소의 데이터를 분석하여 상호연관성을 확인하고 이를 통해 축제 프로그램의 개발과 주민참여 유도 전략의 필요성을 모색한다. 영월의 인구는 2007부터 2017년까지 약 40,000명을 유지하였으나 2018년 이후 점차 감소하고 있으며 2023년 약 35,000명으로 감소하였다. 영월 인구의 감소는 단종문화제의 인구집중프로그램인 단종 국장재현, 단종 제향, 칡 줄다리기, 단종퍼레이드(가 장행렬) 참여 인원수에도 영향을 미쳐왔다. 특히 단종 국장행렬 출연자 수는 2009년 최고점인 1600명에 도달했으나, 이후 점차 감소하여 2023년에는 300여 명 이하로 급감하였다. 데이터 분석을 통해 영월군의 인구감소와 단종문화제 대표 프로그램의 출연자 감소는 상호연관되어 있음을 확인하였다. 그러므로 단종문 화제의 지속가능성을 위해서는 새로운 콘텐츠의 개발과 주민참여 유도 전략이 필요하다. 특히 단종문화제의 단종 국장과 단종 제향은 “특화 퍼포먼스”와 “마이크로 퍼포먼스”로 전문성을 강화하고 칡 줄다리기는 지역 참여 확대와 다양한 이벤트 결합을 모색해야 한다. 단종퍼레이드는 주제별, 창작, 다국적 퍼레이드와 댄스 퍼포먼스, 현대와 전통의 콜라보, 가상 체험 등을 통해 단종문화제의 매력을 높이고 더 많은 참여를 유도하는 방안을 제시해야 할 것이다. 이러한 이벤트의 결함을 통해 다수 인구가 집중하는 레퍼토리가 아닌 다양한 매력을 선보이는 단종문화제로 거듭남으로써 지속 가능한 발전을 이루고, 더 나아가 지역사회의 정체성과 문화적 가치를 보존 및 발전시키는 데 기여 할 수 있을 것이다.

This study analyzes the Danjong Cultural Festival in Yeongwol, Gangwon Province, and the population decline issue, seeking sustainable development strategies for the festival. According to 2022 population projections by Statistics Korea, South Korea's population is expected to decrease from 51.67 million in 2025 to 36.22 million by 2072, raising concerns about labor shortages, economic slowdown, and regional decline. Yeongwol's population remained around 40,000 from 2007 to 2017 but decreased to about 35,000 in 2023. This decline has impacted participation in key festival programs like the Danjong National Funeral Reenactment, Danjong Memorial Ceremony, Tug-of-War, and Danjong Parade. Participants in the Danjong National Funeral Procession peaked at 1,600 in 2009 but fell to fewer than 300 in 2023. Data confirms a correlation between Yeongwol's population decline and decreased participation in major festival programs. To ensure the festival's sustainability, new content and resident participation strategies are needed. Enhancements like specialized performances and micro performances for key events, expanding local participation in the Tug-of-War, and adding themed, creative, and multinational elements, dance performances, and virtual experiences to the parade are suggested. By diversifying events, the Danjong Cultural Festival can become a more appealing and sustainable celebration, preserving and enhancing local cultural identity and values. Yeongwol, Gangwon-do, the host of the Danjong Cultural Festival, is facing an aging era, and the supply and demand of the number of residents who will participate in the intensive program size is gradually becoming insufficient enough to be designated as a population promotion area. This fact can be seen that the population decline in Yeongwol, Gangwon-do, has a direct effect on the number of people participating in the program. In other words, if a population-intensive program is maintained in an aging era, the existence of this program can be affected. Therefore, the purpose of this study is to examine the number of people participating in the Danjong Cultural Festival in Yeongwol, Gangwon-do, and to find a strategy for the development of the Danjong Cultural Festival in response to changes in the population structure.
