정보기술이 레드테이프를 감축하는가 = How does Information Technology affect reduction of ‘redtape?

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the influence of IT on reducing red tape related to bureaucracy pathology in public organization. Based on the analysis, this paper proposes several implications of red tape in Korea. First, I define the range of red tape as a work delay, procedural complexity, and excess documents. The reduction of red tape is affected by use capacity and the application level of a public servant in IT use. Second, it is showed that reduction of red tape is affected by organizational factors, in spite of a public servant's capacity and application of IT. Specifically, the increment of red tape has an effect on formalism and centralization of power on the organizational level. Third, the result of the study suggests that the two factors of a public servant's capacity and organizational structure should perform at the same time to reduce red tape through IT. Despite this, this paper is a basic study in the level of exploratory research.

국문 초록 (Abstract)

본 연구는 정보기술과 레드테이프간 영향관계를 분석하였는데 연구결과에 따르면 첫째, 정보기술 활용수준과 정보기술 사용능력이 클수록 레드테이프의 감축효과를 가져오고 있다. 공무원들이 적극적으로 정보기술을 활용하고 사용능력을 향상한다면 레드테이프는 정보기술도입이전보다 감축이 기대된다. 둘째, 정보기술활용과 사용능력의 중요성에도 불구하고 조직구조 요인이 레드테이프 감축변수로 부각된다. 조직의 공식화 및 집권화정도가 클수록 레드테이프가 증가한다. 레드테이프 감축은 정보기술 도입 중요성에도 조직구조의 개선 없이는 감축효과는 상대적으로 낮을 수밖에 없다. 정보기술의 발달에 힘입어 스마트행정, 스마트워크로 레드테이프의 감축이 기대되는 상황에서 조직구조의 제도적 개선노력도 병행해야 실질적 감축효과를 기대할 수 있다. 결국 공공조직의 레드테이프 감축은 조직구성원의 행태변화와 함께 법제도적 개선도 병행하여야 한다.
