탐정업에 대한 표준산업분류체계 개선 방향에 관한 연구 = A Study on the Improvement of the Standard Industrial Classification System for Private Investigation Industry

국문 초록 (Abstract)

본 연구는 탐정의 표준산업분류체계 내에서의 지위와 관련한 문제점 등을 분석하고, 이를 바탕으로 표준산업분류체계 내에서의 정확한 탐정업의 지위를 설정하고자 하는 목적을 가진다. 이를 위해 국내외 표준산업분류체계 관련 문헌과 제도, 실제 분류 사례 등을 비교·분석하였다. 특히 제도화 초기 단계에 있는 한국의 탐정업이 현재 어떠한 방식으로 분류되고 있는지 살펴보고, 산업적 고유성과 제도적 미비점 간의 불일치를 확인하였다. 연구결과는 첫째, 국내 탐정업은 현행 표준산업분류체계에서 ‘기타 전문서비스업’으로 분류되어 고유한 산업으로 인정받지 못하고 있으며, 이로 인해 산업 현황 파악과 정책 수립의 기반이 부족하다는 문제점이 확인되었다. 둘째, 미국, 영국, EU 등 탐정업 선진국 사례를 통해, 독립적 산업분류가 제도적 정당성과 정책 기반 마련에 기여하고 있다는 시사점을 도출하였다. 이에 따라 본 연구는 탐정업의 독자적인 산업코드 신설 등 표준산업분류체계의 개선을 제안하였으며, 이는 탐정업의 제도화 및 산업 발전에 필요한 기초자료로 활용될 수 있다는 점에서 의의가 있다.

This study aims to examine the status of private investigation services within Korea’s Standard Industrial Classification (KSIC) system and to suggest appropriate improvements. By analyzing related literature and classification cases from both Korea and major countries, the study explores how the private investigation industry is currently categorized and the implications of such classification. In Korea, private investigation services are classified under “Other Professional Services,” which limits their recognition as an independent industry and restricts the foundation for policy support and data management. In contrast, countries such as the United States, the United Kingdom, and the European Union assign these services to distinct categories, enabling clearer institutional support and industry development. These global cases provide important insights into how classification can influence industrial recognition and policy design. Based on these findings, the study proposes the creation of a separate industrial code and revisions to the existing classification system. These recommendations aim to support the institutionalization and systematic development of the private investigation industry in Korea.
