"This study understands that the struggle for recognition has long been involved in inter-Korean relations. Two Koreas are struggling to be recognized as more legitimate and supreme on the Korean Peninsula by international community and the other party. As the South and the North is strongly eager to acquire recognition, recognition struggle has been working as a primary source of conflicts as well as a catalyst for development. In order for two Koreas to cooperate, especially in civic arenas, they should quit or at least reduce struggle. Recognition struggle fuelled by rigid self-evaluation will deplete and destroy both sides. Practically feasible and morally valid option is to purse the recognition of mutual vulnerability, whereby both accept that they are vulnerable to each other’s aggression and have their own weaknesses. In so doing, they will be able to reduce conflicts and promote cooperation. Then, they may come to engage in joint investigation of a transitional model ‘after’ capitalism and socialism. As capitalism in South Korea has reached its highest and lowest point, it tries in some sectors to implement social economy, which has been taken by some industrialized societies as a way to ameliorate the contradictions of capitalism. South Korea can expand this framework and propose it to North Korea as a shared model. They also can find some common ground in achieving SDGs in their own soil and across the Peninsula. This shift concurs well in development ethics highlighting that mutual recognition among cooperators is a constitutive norm of cooperation. Recognition of mutual vulnerability and cooperation becomes more salient as two Koreans experience its own vulnerability to common crises such as the COVID-19 pandemic and climate change."
