포스트 코로나 시대 남북협력의 전환적 모색: 마르셀 모스의 증여론의 적용 = The Transition of Inter-Korean Cooperation in the Post-COVID-19 Era: Application of Marcel Moss’s “Gift Theory”

국문 초록 (Abstract)

"본 논문은 팬데믹과 이상기후, 미중갈등의 심화와 신냉전 가능성, 남북관계의 경색 등 최근의 환경 변화의 맥락에서 남북협력의 새로운 전환을 모색하고자 한다. 이를 위해 남북협력의 비전을 마련하기 위해 ‘인간안보’ 개념을 검토하고 그 개념에 기초한 생명·평화 공동체 건설을 장기 비전으로 제시하였다.
증여론에서 마르셀 모스는 상품교환과 근본적으로 다른 ‘호혜성’에 주목하였다. 선물을 주면 이를 받고 답례하는 것이 의무가되며, 단순한 물건뿐 아니라 주고받는 자의 영혼과 명예와도 관련된다. 선물교환 관계는 공동체를 형성·유지하고, 집단 간 평화를구축하는 데 절대적으로 기여해 왔으며, 화폐경제가 확대된 현재에도 개인 관계뿐 아니라 국제 관계 등 다양한 영역에서 관찰된다.
현대의 모든 사회관계가 구매와 판매의 관계가 아니듯, 남북관계도 경제가 전부가 아니라 정치, 사회문화, 군사 등 여러 측면을 포함하고 있으며 특히 남북 교류협력의 목적이 경제적 이득에 국한되지 않고 평화 구축과 공동체 형성(또는 평화통일) 등을 포함하며 상호이익을 강조하고 있기에 증여론을 남북관계에도 적용할 수 있을 것이다. 남북한이 공멸을 피하고자 한다면, 그리고 장기적 이익을 중시한다면, 선물교환의 관점에서 호혜성의 선순환을 고려해야만 한다. 본 논문에서는 동서독 관계와 남북관계를 증여론의 실례로 비교하며, 남북한이 당장 보건 의료 및 환경 자연재해에 대응· 협력할 수 있는 분야의 주요사업을 제시하였다."

"This paper seeks a new transition of inter-Korean cooperation in the context of recent environmental changes, such as Corona19 pandemic, climate change, the U.S.-China conflict, the possibility of a new Cold War, and the strained inter-Korean relations. By reviewing the concept of ‘human security’ I propose the construction of a life-peace community.
In the gift theory, Marcel Moss paid attention to ‘receiprocity’, which is fundamentally different from commodity exchange. Giving a gift makes it mandatory to receive it and reciprocate it, and it is related not only to objects but also to the soul and honor of the person who gives and receives it. Gift-giving contributed to forming and maintaining communities and building peace between groups.
Inter-Korean relations include politics, social culture, military, etc., and the purpose of inter-Korean cooperation is not limited to economic benefits. If the two Koreas want to avoid co-destruction and value long-term interests, they must consider the virtuous cycle of reciprocity from the perspective of gift-giving. In this paper, East-West German relations and inter-Korean relations were compared as examples of gift theory. As a result, I suggest major projects in the field of health care and cooperation in response to recent changes."
