제도와 운영에 기초한 지구단위계획의 문제점과 개선방안 = Institutional and Operational Issues and Alternative Measures in District Unit Planning

As the district unit planning would be broadly applied in terms of designating targets and geographical scopes, the proposed research focuses on the systemic analyses of institutional and operational issues. Secondly, it tries to present a series of alternative measures in the same bipolar dimensions.
To observe the status quo of the district unit planning, this study depends on existing cases in and abroad. Here, the emphasis is given to the former, which includes cases from Seoul, Cheongju, and Chungju. Based on the problems and issues derived from the first stage, this study carries out expert questionnaire surveys. In the institutional dimension, the theoretical and empirical results imply that the most urgent task is given to how to revise the standardized guidelines which might reveal relative weakness in reflecting the spatial characteristics. In contrast, the study finds that the lack of citizen participation and administrative experts are the two pressing factors in the operational dimension.
As alternative improvement measures in applying district unit planning, this study suggests that the itemization of legal guidelines would be more preferable as it may easily accommodate the regional variations. In the similar contexts, this study recommends that the authority should pay attention diverse resources to enlarge and reeducate administrative personnel as well as various means to activate citizen participation.
