정부부처 위탁 지원 특성화고 운영 활성화 방안 = Strategies for Revitalizing the Management of Specialized Vocational High Schools Supervised by Government Ministries

The purpose of this study was to develop strategies for revitalizing the management of specialized vocational high schools supervised by government ministries. To achieve the purpose, the persons concerned with five government ministries such as Ministry of National Defense, The Ministry for Food, Agriculture, Forestry and Fisheries, Ministry of Culture, Sports and Tourism, Small &Medium Business Administration, and Korean Intellectual Property Office, one hundred six specialized vocational high schools and education offices in cities and provinces were invited in conferences and workshops, interviewed, and surveyed. These results were synthesized to develop model and strategies for revitalizing the management of specialized vocational high schools supervised by government ministries, and were verified by the panels of expert committee.
First, in current status of the program, some specific plans need to be re-established according to the launch of new administration. And, MOU should be performed, interaction among government ministries, education offices and specialized vocational high schools need to be strengthened, and each ministry and school should be specialized their program. Second, the major needs were; to design for enhancing the management system of this program; to differentiate each ministry's specialized domain for developing the customized human resources; to develop and perform the specialized program in each school; and to grant greater autonomy to each school. Third, thirty three strategies for revitalizing the management of specialized vocational high schools supervised by government ministries were identified in management systems, specialized directions, and specialized education such as curriculum, teachers, students, finances, equipments and instruments, and academic-industrial cooperation. Forth, suggestions for realizing the these strategies were presented; Ministry of Education, Science and Technology need to play a role as a mediator and supporter the institutions or persons who participate this program; education offices in cities and provinces need to strengthen the administrative and financial supports; and all of member in each schools should be endeavor to gain expected results.

국문 초록 (Abstract)

이 연구의 목적은 정부부처 위탁 지원 특성화고 운영 활성화 방안을 마련하는데 있었다. 이를 위해 정부부처 위탁 지원 특성화고 육성 사업에 참여하는 5개 지원 부처(국방부, 농림수산식품부, 문화체육관광부, 중소기업청, 특허청)와 지원 대상 특성화고 106개교, 시도교육청 관계자를 대상으로 부처협의회, 워크숍, 심층인터뷰 및 설문조사가 실시되었으며, 이를 통해 활성화 모형 및 과제를 개발하고 전문가들로부터 타당성을 검토받았다.
첫째, 정부부처 위탁 지원 특성화고 육성 사업에 대한 추진성과와 문제점 분석 결과, 체결한 MOU를 준수하고, 사업주체간 교류를 강화하며, 특성화 분야와 프로그램을 차별화해야 할 필요성이 제기되었다. 둘째, 운영 활성화를 위한 주된 요구사항으로는 사업운영 체제를 강화하기 위한 방안을 마련하고, 정부부처별로 특성화 분야별 인력양성을 강화하고, 단위학교에서는 차별화된 특성화 교육프로그램을 개발․운영할 것이 요구되었다. 이 외에 단위학교의 교육과정 편성, 재정운영 등에 대한 자율성을 강화하고, 지원 부처와 시도교육청에서 교원, 산학협력 등에 대한 지원을 확대해 줄 것이 요구되었다. 셋째, 운영 활성화를 위하여 사업운영 체계, 특성화 방향, 특성화 교육영역(교육과정, 교원, 학생, 재정, 시설/기자재, 산학협력)의 활성화 영역별로 2~5개씩 총 33개 추진과제가 도출되었으며, 사업주체인 정부부처, 지원 대상 특성화고 및 시도교육청의 추진과제가 도출되었다. 넷째, 활성화 추진을 위한 제언으로 교육과학기술부는 관계자들의 적극적인 참여를 위한 조정 및 행정적 지원 역할을 수행하고, 지원 부처에서는 효과적인 사업운영을 위한 체계를 마련하며, 시도교육청에서는 관련 행․재정적 지원을 강화하고, 지원 대상 특성화고에서는 모든 교직원이 합심하여 성과창출을 위한 노력이 필요하다.
