This study began with an examination of the role of art from the perspective that cultural consumption has greatly increased recently and that the satisfaction of the needs for a quality life has risen as well. The social role of art is considered to be closely related to the current conditions of museums. However it has been suggested that the qualitative level of domestic museums in Korea is lower than it should be considering the country’s current international status. Lack of government funds is considered a primary reason but this, which may be an oversimplification. This is because there is a successful example in the United States where there is a significant level of voluntary private participation. The United States is considered a representative example where successful people and companies use museums as recipients of their philanthropy, thereby raising the nation’s status.
The purpose of this study is to raise awareness of the necessity of art donations through examination of private donations by American collectors. The United States is a representative country where active art donation occurs and a country that consistently promotes art donation through cultural support policies. From its beginning, the government of the United States has regarded higher social perceptions -the idea of useful citizens-such as mutual support for the nation and shared lives, as valuable national ideologies. Through this study, it can be seen that the American sharing culture and an exemplary distribution of wealth, which is a concept of charity, have been naturally connected to art donation by individual collectors, during the 20th and into the 21st century. In particular, the two world wars became bridgeheads for rapid growth of the United States which developed into the strongest political and economical country. This factor became a driving force for carrying out practical and wholehearted cultural policies.
This successful art donation culture in the United States was possible through the harmonious effects of indirect support and non-intervention policies of the government, mutual social consensus and positive perceptions of donations, and the active participation of individual donors. The public responsibility of wealthy people and enthusiastic, consistent tax exemption policies for support and promotion of charities, such as the tax code status 501(c)(3), are successful examples. For this reason, the United States became the country with the highest level of donations in the world. In this way, the government policies for promotion of charities and individual donations contributed to the establishment of crucial foundations that drove the social roles of successful museums.
This case study of the United States is expected to supply a portion of the basic data related to the improvement of institutional art donation systems, social perceptions, the refinement of collectors, and management of museums, which Korea lacks. One of the purposes of this study is to give a new understanding of the foundational concept that the members of society should perceive art as public property, and is as important as donation culture. This will invigorate a culture of donation and expand into a social consensus of promotion of individual collectors as well as make a crucial motive for fostering a qualitative environment of a healthy culture-based life. Therefore this study about the history of art donation culture and the case study of the United States is expected to be an important example to Korea which has been growing as a culture-centered nation.
