난민에게 서비스를 제공할 때 영향을 미치는 요소에 관한 연구 = Service Provision to Refugees : What Factors are Important?

국문 초록 (Abstract)

본 연구는 서비스 제공자의 개인적 요인 및 조직문화적 요인이 난민에게 사회서비스 제공하거나 다른 서비스로 인계할 때 어떠한 연관성이 있는지를 조사하는 것을 목적으로 하였다. 서비스 제공자는 미국에 입국하는 난민이 처음 접하는 사람이자 자원이다. 따라서 서비스 제공자의 역할이 난민이 미국에서 적응하고 자생하기 위해 중요할 것이다. 그러나 서비스 제공자가 난민에게 서비스를 제공할 때 영향을 미치는 요소에 대해서는 알려진 바가 거의 없다. Gateway provider 모델, 문화적 역량 모델, 조직 이론 이 이론적 틀로 사용되었다. 온라인 설문조사를 활용하여 난민에게 서비스를 제공하고 있는 146명의 서비스 제공자로부터 정보를 수집하였다. 다중회귀분석 결과, 서비스 제공자의 자원에 대한 친숙도는 서비스 제공 횟수와 유의하게 관련 있음을 알 수 있었다. 그리고 그들의 문화적 역량은 서비스 인계의 양과 유의한 연관성이 있었다. 그러나 조직문화요인 중 어느 것도 서비스제공 및 인계수와 연관성이 없었다. 이 연구 결과는 난민관련 서비스 제공자, 난민관련 서비스 기관, 연구원 및 정책 입안자들이 문화적 역량 훈련 프로그램과 온라인 네트워킹 시스템을 개발하여 난민 서비스를 개선하는 데 중요한 통찰력을 제공 할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

Service providers are likely the first point of contact for refugees entering the US. However, little is known about what factors are associated with service provision for refugees among service providers. Thus, the aim of this study was to examine the association of social service provision and referral for refugees with service providers’ personal factors and organizational culture factors. Three theories/models provided the theoretical framework—the gateway provider model, cultural competence model, and organizational theory. This cross-sectional study utilized an online survey to collect information from 146 service providers working with refugees. Results from the multiple regression analysis showed that service providers’ familiarity with community resources was significantly associated with the number of service provision; and their cultural competence behavior was significantly associated with the number of service referrals. However, none of the organizational factors were associated with the number of service provision and referrals. These findings provide important insights for refugee service providers, refugee service organizations, researchers, and policymakers to improve refugee service by developing a cultural competence training program and an online
networking system.
