서울재가노인복지사업의 활성화 방안 - 서울 가정도우미사업을 중심으로 -

This paper does not intend to present a theoretic study or research work. Rather, it proposes for the promotion of Community Care for the Elderly(CCE) project, on the basis of observations of the operation of the Program to date and field experience of Home Help Service Program in Seoul(SHHS) which has been in operation by the Seoul Municipality since April 1996. The SHHS is significant in that it is a national program to organize a home help service network to cover needy old population. The program, in fact, has been in operation for only 3 months now and it is too early to make any comment at this stage. However, I attempted to make some observations on some aspects of the program which are clearly manifested already and require our attention for the improvement of the program, such as expanding target groups, length of service and wage provision and restructuring of operation, follow-up and supervision of home help service teams. The paper further proposes a joint operation of SHHS with CCE. Seoul City operates 108 home help service teams under SHHS but without any expert to supervise these teams. The teams are placed under the control of the existing local administration network. The absence of expert in the program gives rise to such problems as non-professionalism and lack of flexibility. Accordingly, the proposed integration of 8 teams under CCE with also SHHS operated by Seoul City will provide CCE with experts, professionally field experience, budget savings, improved and specialized service to the beneficiaries. The paper, in conclusion, recommends the following improvements for the Seoul Home Help Service Program 1) to raise awareness among beneficiaries of the availability of the service so that they come forward with request for help, 2) to recruit the 51 specialists, planned for employment, and assign them to the respective home help teams as soon as possible, 3) to organize model service network for the provision service and 4) to specialize the operation of service teams to provide the necessary supervision and support needed by the Home Help Service program in Seoul.
