한국의 산업화정책에서의 대통령과 경제기획원의 관계, 1961-1979

다국어 초록 (Multilingual Abstract)

This paper aims to make a close examination of the dynamics of institutional autonomy between the Economic Planning Board (EPB) and the president in Korea’s Industrialization Policy from 1961 to 1979. The EPB was established as a central body to realize the president’s willingness to achieve economic development, but his market-oriented belief has rarely been in harmony with that of the president, which made him excluded far from the main stage of industrialization. As seen in the heavy-chemical industrialization during the 1970’s, the EPB’s institutional autonomy declined when it forced the authoritarian regime to adopt the develomentalist approach and the politicized economic policies in response to the security and legitimacy crises. As a result of them, the economic rationality has not been considered important in the industrialization policy. These circumstances brought many socio-economic burdens beyond the regime’s capacity in the late 1970’s. The Korean economy began to take the lesson of economic rationality into serious consideration in the 5th Republic during the early 1980’s.
