동아시아 지역주의와 일본 대외경제 정책의 딜레마 = East Asian Regionalism and the Dilemma of Japanese Foreign Economic Policy

다국어 초록 (Multilingual Abstract)

The main theme of this article is that the steep rise and institutionalization of new regionalism in East Asia in the 1990s tends to exacerbate Japanese foreign economic policy makers' traditional and traumatic dilemma of hitting the balance between its diplomatic relations with the U.S. and Asian neighbors. The paper argues that the main sources of such dilemma are that 1) the main motives of institutionalizing East Asian regionalism were drawnfrom major Asian countries' negative experience of the failure of APEC and of the Asian economic crisis which had a lot to do with the U.S./IMF dominating international economic/financial system. In addition, this paper contends that the rapid expansion of Chinese economic and political influence in the region as well as the increasing significance of politico-economic roles of ASEAN countries tend to exert higher pressure of adjustment on the Japanese policy makers who still put much priority on their diplomatic relations with America.

국문 초록 (Abstract)

1990년대 후반 이후 강화되고 있는 동아시아의 신지역주의는 그 특성 상 일본의 외교정책을 딜레마의 상황으로 몰아넣고 있다는 것이 이 논문의 문제의식이다. 말하자면 동아시아 지역에서 지역주의적 움직임이 강화되면서 일본은 대미외교의 강화라는 기존 정책기조와 아시아의 중요성 증대라는 새로운 여건을 조화시켜야 하는 도전에 직면하고 있는 것이다. 이는 기본적으로 동아시아의 신지역주의적 움직임이 APEC의 실패나 아시아 경제위기의 경험 등에 기인하는 미국의 역내에서의 중요성과 역할에 대한 부정적 기류의 형성과 맥을 같이 하고 있을 뿐 아니라, ASEAN의 역내 지역주의 형성의 중재자로서의 역할은 물론 급속한 중국의 정치경제적 부상이라는 동아시아 지역의 권력구조 변화 상황과 맞물려 있다는 상황적 요인에 상당 부분 기인하는 것이다. 따라서 미국과의 긴밀한 동맹관계를 축으로 하고 정치적, 경제적 필요에 따라 아시아주의나 다자주의를 절충하던 방식의 기존 외교노선은 변화의 압력에 직면하게 되고 이에 발빠르게 적응하지 못한 일본은 1990년대까지 중반까지 유지하던 동아시아 지역주의 형성의 중심적 역할을 잃고 있다는 것이 본 논문의 핵심 논지이다.
