Many Western European governments, parties in opposition, and nongovernmental organizations have expressed frustration with the Reagan administration over its apparent lack of willingness to pursue serious nuclear arms control with the Soviets. Many now feel as though they are nuclear hostage to the goodwill and good sense of the superpowers. This situation is similar to the prede´tente days of the late 1960's. Many European governments were frustrated over Washington's unwillingness to pursue dete´nte. At that time the Europeans pursued their own dete´nte policies and by so doing forced the Nixon-Kissinger team into a dete´nte posture. Today again, serious European initiatives are needed to get serious arms control dialogue started and to keep it moving toward reasonable agreement.
