도심생태계보전지역 보전수단으로서의 개발권양도제(TDR) 적용가능성 분석

Recently Transferable Developement Right(TDR) has attracted interest from policy-makers and academics in Korea. This interest raises questions about the applicability of the TDR within the Korean context. This is closely related to the limitation of zoning system as a means of land use regulation. This study is aimed at testing the American version of TDR within Korean context with special reference to protecting ecosystem zones in a city, and suggesting policy implications through a schematic simulation. The results show the possibility that the American TDR system can be applied to Korean contexts. This study concludes that the Korean version of TDR(K-TDR) is a second-best strategy for protecting ecosystem zones without financial burden of local government. In addition, this is the key to balancing between windfalls and wipe-outs generated by land use regulation in a capitalist society.
