    The purpose of this article is to illustrate the special characteristics of the Middle Eastern international system.
    Works on the the international politics of modern Middle East may be roughly divided into the broad groups. There is, first, attempt to explain the international politics of Middle East in term of the notions of bipolarity; globalism. The second group seek specific knowledge of national politics in great detail and stress the "area studies" approach.
    The Arab system is probably the most "penetrated" system in the world. Then within the Arab core of the Middle East there are several distinctive characteristics. These are the over lapping of domestic and foreign politics, the relative equally of all international actors, and pardoxical inadquacy of the diplomatic process are all enhanced by the common ideal of Pan- Arabism.
    In the connection with these points events there traditionally had repercussions far out in the periphery, and meddling outsiders are hardly a novelty in the Middle East. In other words, the Superpowers which established a position in the Middle East could hardly turn it to advantage.
    The most important conclusion arrived at is that Midde Eastern paterns are relatively independent of the "rules" regulating the dominant bipolar system.
