    본 연구의 목적은 에너지효율네트워크에 참여하는 기업의 정보공유 활동을 평가할 기준을 마련하고, 참여 확대에 효과적인 인센티브의 상대적 우선순위를 도출하는 데 있다. EEN 활동을 계획단계, 운영단계, 모니터링 및 성과확산단계의 3개 상위지표와 9개 하위지표로 구조화한 후, 관련 분야 전문가를 대상으로 AHP 기반 쌍대비교를 실시하여 가중치를 도출하였다. 분석 결과, ‘계획단계’가 가장 높은 중요도를 보였으며, ‘모니터링 및 성과확산단계’, ‘운영단계’ 순으로 나타났다. 하위요인 가운데서는 에너지진단과 적용 가능 기술의 탐색이 가장 높은 가중치를 보여, 참여기업이 사전 기술정보를 특히 중시하는 것으로 나타났다. 한편, EEN 참여기업을 대상으로 한 인센티브 선호도 분석에서는 금전적 인센티브가 비금전적 인센티브보다 압도적으로 선호되었으며, 그중에서도 에너지효율 투자 지원에 대한 선호가 가장 높게 나타났다. 또한 민감도 분석 결과, 일부 가중치 변화에 따라 지표 간 중요도의 변동 가능성이 확인되어 평가체계와 인센티브 구조가 일정 수준의 민감성을 지니고 있음을 보여주었다. 나아가 평가에서 가장 높은 가중치를 부여받은 기여 영역과 기업이 가장 선호한 비금전적 보상 수단이 모두 '에너지진단' 영역에서 수렴함을 확인하고, 이를 토대로 평가 결과를 인센티브 설계로 환류시키는 평가–보상 정합 매트릭스를 제안하였다. 본 연구는 정성적 평가요소를 AHP를 통해 계량화하여 평가체계로 구현하고, 이를 기업 선호 기반 인센티브 구조와 정합시키는 연계 설계를 제시하였다는 점에서 방법론적·정책적 기여를 갖는다.

    This study develops an evaluation framework for the information-sharing activities of firms participating in Energy Efficiency Networks (EENs) and identifies priorities among incentives for encouraging participation. EEN activities were structured into three dimensions—planning, operation, and monitoring and performance dissemination—and nine sub-criteria. Their relative weights were derived through an Analytic Hierarchy Process (AHP) survey of experts.
    The results show that the planning stage received the highest weight, followed by monitoring and performance dissemination and operation. Among the sub-criteria, energy audits and the identification of applicable technologies were rated most important. Firms also showed a strong preference for financial incentives, particularly support for energy-efficiency investments. Sensitivity analysis indicated that the relative importance of some criteria could vary with changes in weights.
    Notably, energy audits emerged as both a highly weighted evaluation area and the most preferred non-financial incentive. Based on this finding, the study proposes an evaluation–reward alignment matrix that links evaluation results with incentive design. The study contributes by quantifying qualitative evaluation criteria through AHP and integrating them with a firm preference-based incentive structure.
