사회보험으로서 독일 "수발보험" (die soziale Pflegeversicherung) 시행상의 문제점과 한국에서의 활용가능성에 대한 학제간의 연구

국문 초록 (Abstract)

세계 많은 나라들과 같이 우리나라도 고령화 사회에 진입하게 되었다. 여기에 대해서 장기요양보험제도를 도입하기 위해 논의중에 있다. 이러한 상황에 맞게 본 연구진은 독일의 수발보험의 문제점과 한국에서의 적용에 대해서 학제간의 연구를 하게 되었다.
독일의 수발보험이 논의에서부터 실시까지 약 20년이 걸렸는데 핵심적인 것은 재정적인 문제가 그 원인이었다. 수발보험 제도실시에 따른 인프라구축의 필요성이 제기되었으며 이와 함께 서비스 질과 관리가 향상되었다.
우리나라에서 2007년부터 노인요양보험제도를 도입하려고 하는데 여기에 대해서 다시 연장하자는 논의가 있다. 우리나라도 노인만이 아니라 아동,장애인을 포함하여 수발이 필요한 모든 사람에게 수발보험을 적용해야 한다.
앞으로 우리나라에서 수발보험이 실시될 때 노인복지 인프라를 구축해야 함으로 여기에 대한 연구가 필요할 것으로 사료된다.

다국어 초록 (Multilingual Abstract)

In Korea it goes on increasing in the population of the aged. So the long-term care insurance is prepared in the level of government. This is interdisciplinary research on the long-term care insurance in Germany and the practical possibility in Korean.
The literature research used primarily as the research method. In need of additional information, there were the interview with persons related with the long-term care for the aged in Germany.
It took twenty years to prepare long-term care insurance in Germany. The core of argument was financial problem. However, the enforcement of insurance resulted in improvement in the quality and management of long-term care service for the aged.
In Korea, in advance of the enforcement of the insurance, it have to be built the infra of personnel, facility and finance for the long-term care system. So the additional research on the infra must be executed.
