韓國地方自治制度의 方向과 內容 = Directions and Contents of Korea Local Self-Goverment

다국어 초록 (Multilingual Abstract)

A National political system needs the stability as one of the essential elements of its survival. Success or failure of attaining such a stability depends on close relationships between people and Government.
Such a close relationships can be only attained through implementing local Self-Government
Therefore, this study is focused on history of local Self -Government and. its problems and future directions.
To do so, following problems should be solved.
1. Political power should be allocated between central Government and Local Government.
2. Establishing hierachy and area of local self-government are very importent problems that cannot be ignored.
3. Local assembly's inspection right and non-confidence vote and local Government chief's right to dissolve the assembly should be limited.
4. The Next problem is the relationships between the self-sufficency rate of Local Government budget and the implementation of local Self-Government.
5. Citizen's recognition regarding vote should be improved.
When such problems are solved, the future of our local Self-Government Will be bright.
