북핵 대응전략의 실효성 제고에 관한 연구: 강압전략의 조건과 방법의 연계를 중심으로

국문 초록 (Abstract)

북한의 6차 핵실험과 장거리미사일 발사로 인해 국제사회가 강력한 제재조치를 검토 중에 있음에도 불구하고 제재의 실효성에 대한 의문점이 발생되고 있다. 따라서 북핵문제의 근본적인 해결을 위해 직접적인 당사자인 우리로서는 전면적인 대응전략을 구상해야 하는 시점이다. 더욱이 우리의 능동적인 역할을 위한 방안 도출이 더욱 요구되는 시점이라 할 수 있다. 왜 북한은 국제사회의 다양한 제재를 받으면서도 지속적으로 핵 위기를 조성할 수 있었는가. 그 이유가 구조적 문제인지, 아니면 국제사회의 능력과 의지의 부족에서 파생된 것인가. 이 연구는 북한의 핵개발 목적이 후자의 문제에 초점을 맞추고 있다. 즉, 북한의 핵문제는 구조적인 문제점에서 비롯된 것일 수도 있으나, 그보다는 미국을 비롯한 국제사회의 대응전략 등 운용적인 측면에 기인하는 바가 크다고 판단된다. 그렇다면 북핵에 대한 실효성있는 대응전략을 구상하기 위해서는 구체적으로 어떤 방법론이 필요한가? 이 연구에서는 강압전략(coercive strategy)의 틀을 이용하여 국제사회 노력의 성공과 실패에 대해 설명하고, 그에 따른 이론적 함의 및 정책적 대안을 도출하고자 하였다. 이 연구는 이러한 문제의식을 바탕으로 북핵에 대한 국제사회의 노력과 한국의 북핵 대응전략에 그러한 분석틀이 적용될 수 있는지, 있다면 어떤 식으로 적용되어 하는지를 제시 하는 것이 주목적이다. 따라서 이 연구는 강압전략 구사시 성공조건과 방법이 무엇이며, 이들 간의 관계에 대해 연역적으로 검토하고, 1차, 2차 북핵 위기 사례에 적용하여 검증하였다. 이 연구에서 제시하는 성공조건으로는 피강압국으로 하여금 원상회복을 하지 않을 시 이익거부(억제)와 비용증가(강요)의 인식을 갖게 하는 것이다. 만약 순응시는 기대이익의 창출 기대감을 조성하는 것이다. 또한 강압전략의 방법으로는 거부, 유도, 고립, TPC, 보상이 있으며, 성공조건은 핵 폐쇄라는 강압전략 목표와 방법의 중간에서 일종의 매개변수 역할을 할 수 있음을 제시하였다.

다국어 초록 (Multilingual Abstract)

Even though the international community is considering strong sanctions in response to north Korea’s 6th nuclear test and long-range missile launches, there are questions about the actual effectiveness of said sanctions. As the party directed affected by the north Korean nuclear problem, it is time for us to devise a comprehensive response strategy for its fundamental resolution.
How was north Korea able to continue the nuclear crisis despite various sanctions imposed by the international community. Did this stem from a structural issue, or is it a result of the lack of ability and willpower on the part of the international community. This research focuses on the latter as the purpose of north Korea’s nuclear development. Although the north Korean nuclear problem may have some structural causes, the management of the nuclear problem, including the response strategies of the international community including the United States, is assessed to be more accountable for the situation.
What then, constitutes an effective methodology for formulating an effective response strategy to north Korea’s nuclear weapons?
