공교육 정상화를 통한 사교육비 경감 정책주장의 실제적 타당성 분석 -대학입학전형제도와의 연관성을 중심으로 = The Validity Analysis of the Private Education Expense Reduction Policy through Normalizing Public Education -Focusing on the Relation with College Admission System-

The Private Education Expense Reduction Policy through normalizing public education has been promoted as a valid policy ever since it emerged as a policy issue. Concerning reducing the private education expanse through normalizing public education, the high school entrance exam and college admission system focused on the school curriculum are presented as a ringcore. According to policy implementation, the purpose of this study was to analyze the validity of the private education expense reduction policy through normalizing public education mediated by college admission system based on high school transcript of records. The improved analytic framework(Sunhoi An(2009; 2013), Dunn`s policy argumentation model restructuring , was applied as the analytic framework for the study on the practical validity of the policy claims. This study shows that in the Roh Moo-hyun administration, college admission system based on grades of high school records for normalizing public education significantly increased the cost of private education expanse. Also, in the administration of Lee Myung-bak and Park Geun-hye, expanding the admissions officer system replaced the private education expense for the college scholastic ability test(CSAT) with that for school grades, failing to reduce the private education expense. However, internal stability of public education was effective partly such as improved students` devotion and teachers` authority. Based on this findings, we analyze that the policy claims, private education expense reduction policy through normalizing public education mediated by college admission system based on high school transcript of records, contribute to internal stability of public education partially but increase the private education expanse. In particular, private education expense reduction policy through normalizing public education needs to be reformed because it is not effective in the admissions officer system.
