(Background and Purpose) Although the Special Act on the Improvement of Vacant Houses and Small-Scale Housing was enacted in 2018 and the implementation of small-scale housing improvement projects began, the results of the projects remain unsatisfactory due to a lack of understanding among residents regarding the nature of the projects, as well as low participation from stakeholders, including those in the construction sector. This study aims to conduct a deliberative poll (DP) on the perceptions of potential tasks for participation by different entities in small-scale housing improvement projects. (Method) First, the overview, content, implementation methods and processes, and incentives regarding the Small-Scale Housing Renovation Project are summarized. Next, the authors developed the model used in this study by conducting the "Cheongju City, Resident Participation-Type Residential Regeneration Model Study (2018)," which was drafted by selecting a target site in the aging urban residential area of Uam-dong, Cheongju-si and reflecting building codes, Cheongju City ordinances, and incentives. The overview of the Small-Scale Housing Renovation Project is summarized. Next, to identify the scope of work for each participating entity regarding the target model, a discussion-based awareness survey is conducted targeting experts such as architects, urban planners, housing specialists, and public officials. (Results) The findings suggest that palace architecture presents a monochromatic, unified appearance from a distance but reveals a diverse color palette upon closer inspection, creating a layered visual experience. While appearing as a single, cohesive structure from afar, closer viewing distinguishes individual motifs and framework components, enhancing the complexity of spatial perception. Color contrast reinforces depth perception, making architectural details stand out in relief and enhancing the three-dimensional quality of the structure. Architectural elements such as roof supports and bracket systems mitigate potential visual instability caused by heavy color contrast, contributing to structural harmony. Despite a limited palette, the orderly, repetitive use of colors establishes a hierarchy, reinforcing the grandeur and symbolic status of the palace. The chosen color schemes reflect long-term resilience strategies, helping to minimize damage from environmental factors such as water, fire, and extreme weather conditions. (Conclusions) The results of this study, which used the Discussion Perception (DP) method to identify perceptions regarding the roles available to each stakeholder in small-scale housing renovation projects, are as follows: Participants are fully aware of the issue of urban deterioration and believe that experimental models for improving this situation are sufficiently applicable to small-scale housing renovation projects. Furthermore, it was found that each expert group is capable of participating in these projects through specialized tasks within their respective fields and desires to do so. However, regarding the participation stage of the project's implementation, it was found that experts other than urban planning specialists do not wish to participate in tasks corresponding to project planning, such as forming resident councils among participating residents and making decisions through consensus building regarding project plans. It was determined that improvements in this regard are necessary to revitalize the projects.
