건설산업 합리화를 위한 국가지원체계 구축 : (A Development of National Support System for the Construction Industry Rationalization)

This study suggested a substantial strategy in planning ·design stage of construction project through the Benchmark of abroad. In this study, a survey was executed to analyze the image of construction industry and its' direction of development. The purpose of this survey is in order to uplift the image to the nation and strengthen support method the government construction systems. In large domestic construction projects, the substantial strategy of planning ·design stage suggests that separated regulation part and technical part. First, we suggested the necessity to establish a technical committee and regulate measurement that having flexibility of planning and investigation by size of each projects. And while the budget is estimating, we emphasized a necessity to legislate that a ratio of R＆D cost should be take a place by the size of project. As a technical matters, in all of the public construction projects, 'the investigation of current technologies' stage should be included in the project phase and the technology transfer centers should be organized so that the researched technologies may spread.

국문 초록 (Abstract)

본 연구에서는 선진외국과의 벤치마킹(Benchmarking)을 통한 대형 국책건설사업의 기획/설계단계 내실화 방안을 제시하였다. 또한, 건설기술수요자를 대상으로 건설산업의 이미지 및 나아갈 방향에 대한 설문조사를 실시함으로써 건설업에 대한 대국민 이미지 제고 및 국가의 지원강화 방법을 제시하였다. 국내 대형국책건설사업의 기획/설계단계 내실화 방안은 제도적 사항과 기술적 사항으로 구분하여 제시하였다. 먼저 제도적 사항으로는, 사업내용 및 규모에 따라 기획/조사기간을 유동적으로 할 수 있는 제도적 장치 및 상설 기구화된 실질적 기술 위원회 설립의 필요성을 제시하였다. 또한 예산정책시 사업규모 및 내용별로 일정비율의 R＆D를 책정하도록 입법화의 필요성을 강조하였다. 기술적 사항으로는 모든 국책건설사업에 있어 '기술현황조사' 단계가 사업과정에 포함되도록 하고, 기술이전센터를 조직·구성하여 연구개발된 기술의 확산 및 보급이 필요하다. 또한 신기술, 신공법이 대형국책건설사업에 채택될 경우 인센티브를 지급할 수 있는 체계 마련 및 설계내용·데이터를 확인하는 전문인력 확보의 필요성을 제시하였다.
