Due to the disruptive impact UAM will have on the future A&D industries of the US, China, and Europe, inter-state strategic competition is intensifying. Small to medium-sized nations like South Korea may draw policy implications by reviewing their strategic intentions and features in each approaches, yet developing our strategic position poses a formidable challenge. Features of Koreas R&D operations and National GRIs, hinder proactive responses. Nevertheless, multi-dimensional considerations and strategic studies with imagination is required to harmonize and mobilize proactive efforts by the Korean government and private sector. Moving beyond conventional planning logic, a comprehensive/long-term strategy requires addressing bigger challenges and demands specialized intermediaries for the cohesion of strategy-agenda/direction. For this, paradoxes and dilemmas that we may face have been critically explored for the integrated responses at national level.
