북한 국방위원회의 지위와 역할 분석 = A Study on the Roles and the Positions of North Korea`s National Defense Commission

다국어 초록 (Multilingual Abstract)

This paper aims at examing the role and position of North Korea`s National Defense Commission. As of September 1998, the National Defense Commission Chairman conrols all of the political, military, and economic capabilities of the Republic. So, What is the NDC? The missions and Authorities of the NDC are as follows: Directing projects for military fotification and the enhancement of national security, Installing or dismounting central national defense organizations and bodies, Appointing or dismissing key military officials, Creating military titles and conferring them on generals or higer-ranking officers, Promulgating state of war and mobilization orders. But, the exact organisation of the NDC and the individual responsibilities of its members have remained unclear since it`s early time. For example, the Constitution states that the NDC has the authority to appoint and dismiss key military officials, but the members of the NDC are perfunctorily selected by the Supreme Peoples`s Assembly. Furthermore, the Supreme People`s Assembly passes every bill which is written by the Workers` Party and approved and singed by Kim Jong Il. It is very well known that the Supreme People`s Assembly is merely the rubber stamp of the Party. Also, the members of the NDC are only gathered together to discuss certain agenda items that Kim Jong Il demands, as and when he needs some strategic advice in important situations. The NDC is no more than a nominal department for discussion and implementation of Kim Jong Il`s orders. That is, as if the Supreme People`s Assembly exists only as a namely legislative organ, the NDC is also a nominal department to transfer th instructions and orders of Kim Jong Il to the Assembly and other departments.
