In accordance with(the acceleration of industrialization and)urbanization, the proportion of old aged people has been increased, hence, it posed various questions for us to consider. Most serious one is the question of how to support and who are under obligations to support old aged people.
To answer the question stated above, three alternatives can be considered here as,
1) Private support by family
2) Public assistance, public pension in lieu of social welfare system
3) Self supporting with participation in labour forces.
Then, as it appears that support by family is getting more difficult, especially, in the process of becoming a nuclear family in an industrial society, and by change of consciousness about supporting their parents. As to public support, it also doesn't seem to be easy when we consider public assistance in Europe and other such advanced countries. Actually, they have normally faced to a sharp increase in social welfare expenses while their national welfare finances are limited.
The most desirable way is support by the immediate family, one of the traditional support methods. However, support by the immediate family is getting to be more difficult due to a rapid change to the nuclear family.
Meanwhile, according to my survey, 67.6% aged people, and 60.8% of youth-elderly people who will become aged in the future, do not have any preparation for their aged days.
Therefore, when support by the family comes to be impossible, public assistance by nation or society must be provided. But this public assistance, entering 1970s, appears to be difficult due to the remarkable increase in social welfare expenses so called "welfare explosion," while the world is actually suffering from a limit on financial resources.
Within this context, the purpose of this study is to suggest various employment
strategies for the aged which will increase their income, provide health and a sense of recognition through participation in society as well as decrease welfare expenses in this industrial and aged society on the other hand.

In light of poverty, proportion of the aged is rising sharply, as well as welfare expenses, it is expected that the problematic areas of supporting the old aged should be enlarged for the forth. The main suggestion of this study is to expand employment opportunity for the aged who have will and ability to work. The expansion of employment opportunity for the aged does not have all answers for complicated problems of the aged in Korea. However, there is no doubt this option would help to solve supporting problem on the one hand and to solve various problem of the aged like health, spending leisure time, participation in society, promotion of their role and position in society, etc. on the other.
In order to increase employment of the aged people, following policy measures are recommended.
1) Readjustment of present retirement system by occupation
2) Age limit increase, labour cost to be supported by nation as to companies which employ the old aged.
3) Cooperative work site, enforcement of part time job system, and national supportto these.
4) Development of the jobs for the aged and its portection.
5) Partial enforcement of duty labor system, and inprovement of the system of the aged in employment
6) Vocational training for the aged and operation of job placement center
7) Establishment of special institute for study of the old
In view of increase of life expectancy and long existing of physical strength by health maintenance, the aged people employment is needed not only in way of welfare, but also in way of increasing productivity, and one step further, it must be recognized and imporved as one of the basic rights of humanbeing.
