There are various efforts to prevent and fight the corruption in the level of international society. It is easy to find such efforts to fight the corrupt in our country as well. As the cases concerning the irregularities and corruption committed by public officials happen in a row, there are a great deal of demands to regulate the corrupt. Accordingly our country acceded to the United Nations convention against corruption and takes the pains to fight the corruption with the organizations such as the Board of Audit and Inspection, and Anti-Corruption and Civil Rights Commission etc. Furthermore there are so many discourses in order to come up with more effective methods to fight the corruption recently. When it comes to such discourses, there is opinion to insist the necessity to independent and separate organs for the reason that Anti-Corruption and Civil Rights Commission is possessed of enough power and capacity to deal with the corruption cases. However the point of the matter is related to the power of Anti-Corruption and Civil Rights Commission rather than the establishment of separate organization. In other words, we are obliged to consider the intention of people and the principle of rule of law for the sake of administering the corrupt-regulating system in terms of the principle of speciality and efficiency. Thus the Board of Audit and Inspection are required to come to the front in order to fight the corrupt. However the Board of Audit and Inspection is not able to take charge of all fields relating to the corruption taking account of the concerned provisions of Constitution and legislations. Thus we need to consider the method to make avail of Anti-Corruption and Civil Rights Commission effectively by enhancing the power and capacity of that organization. In particular Anti-Corruption and Civil Rights Commission is required to be moved to one of the organizations under the President and is given the power to investigate. First of all we cannot put an emphasis of the importance of the role of function of Congress to revise the concerned legislations.
