This paper aims to search for theoretical implications from a reflective evaluation on the book of 〈Public Bureaucracy in a Pluralistic Society〉 which was published in 1986. This book analyzed anti-bureaucratic behaviors such as formalism, technological misfit, personal-tie based corruption, and distrust in Korean bureaucracy based on reward-sanction system being offered in a society. In a critical evaluation of this book three issues are being discussed; (1) gap between causal prediction and prescription (controllability of variables in a prescription), (2) equifinality of different means in reducing anti-bureaucratic behaviors, and (3) micro analysis for understanding the macro phenomena. Firstly, it suggested that change in reward system as a controllable variable would reduce anti-bureaucratic behaviors. This hypothetical prediction is appeared being partially supported but the pace of improvement differs from each other. For example technological misfit is more rapidly improved than other anti-bureaucratic behaviors. In a short run prescription, social change, economic growth, technological change, democratization, increase in pluralistic nature of society were not considered. In the long run these uncontrollable variables influence indirectly in reducing anti-bureaucratic behaviors through change in reward system. Secondly, technological development will enforce to substitute the new one for the effective tools in improving anti-bureaucratic behaviors. Information technology was not considered at the time of analysis but this is one of the most effective means in transparent administration. Different society can use different means for the same final state such as reducing in anti-bureaucratic behaviors. Finally, this paper again suggests the importance of micro basis of macro explanation such as psychological foundations in the analysis of anti-bureaucratic behaviors of Korean bureaucracy.
