등록센서스를 위한 보완행정인구의 시도별 규모에 대한 평가와 과제

다국어 초록 (Multilingual Abstract)

This study aims to make a provincial-level comparison of the improved administrative population (IAP) as of the date of 2010 census with the four other sets of population with different sources or definition of residence. First, it introduces a demographic method transforming the IAP based on the residence of register, IAP (RR) into the IAP based on the residence of survey, IAP (RS). Overall, the IAP (RR) tends to be smaller than the resident registry population, RRP (RR), which is more visible for Seoul, national capital. For Gwangju and Dajeon, the IAP (RR) tends to be somewhat larger than both the census population, CP (RS), and the IAP (RS), and a similar but smaller difference is also observed for Jeonnam and Jeju Province. On the other hand, when the IAP(RR) is compared with the Ridge-estimated population based on the residence of survey, REP (RS), the pattern is similar to what is observed when it is compared with the IAP (RS) though the magnitude of difference diverges. This study believes that the merits of demographic methods as well as Ridge-based estimation would be fully exploited for the determination of province-level census population figures and that the difference between the IAP (RR) and the IAP (RS) due to the difference between RR and RS should be minimized as well as maximum reduction in enumeration omission or duplication in the 15-20% sample survey to be carried out for census purpose. More importantly, however, it is argued that the register-based census which is to be successfully carried out in 2015 will have to make a full use of the merits from supplementary administrative sources, such as student register and employment benefits register in order to reduce the discrepancy between RR in the IAP (RR) and RS in the IAP (RS).
