해양지적의 등록객체에 관한 연구 = A Study on the Registration Objective of Marine Cadastre

The overall change of marine management has required standardization of marine registration objectives corresponding to new surroundings and enterprising conception to maintain sustainable development of marine cadastre. Accordingly this study aims to suggest desirable objectives of marine registration and management for the efficient future management of marine cadastre system through the investigation of the organizing systems of marine cadastre and the registration objectives of marine management books. In order to achieve the purpose of the study, the research scope is limited into the marine registration objectives. The study is carried out by analyzing the lots of materials collected by literature review and website search. Two kinds of access methods, descriptive and comparative access are applied jointly. The conclusions of the study are produced from 3 following aspects as follows: First, the objective and the approach framework of marine registration are examined in terms of concept of marine registration objective, organizing system of marine cadastre, proceeding research and approach framework. Second, the application of approach framework for marine registration and management objective is done by studying marine registration books, marine title registry and marine parcel map. Third, the design of new marine registration objective is accomplished in terms of the standardization of registration objective, the redesign of marine registration objective, the application of marine registration objective for effective marine management.

국문 초록 (Abstract)

해양관리에 대한 전반적인 변화는 새로운 환경과 진취적 발상에 부합하는 해양등록객체의 정형화를 절실히 요구하고 있으며, 해양지적의 지속 가능한 발전을 모색하는 계기가 되고 있다. 이에 본 연구는 해양지적제도의 구성체계와 해양관리공부의 등록객체를 조사 및 검토하여 향후 해양지적제도의 효율적 운영에 있어 바람직한 해양등록 및 관리의 객체를 제시하고자 한다. 연구목적을 달성하기 위하여 연구범위를 해양등록 객체에 한정하였으며, 조사방법은 문헌조사와 웹사이트조사를 이용하여 자료를 수집하였고, 접근방법은 서술적 방법과 비교론적 방법을 병용하였다. 연구결과는 다음과 같은 견지에서 도출되었다. 첫째, 해양등록의 객체 및 접근 틀은 해양등록객체의 개념, 해양지적제도의 구성체계, 선행연구 및 접근 틀 차원에서 검토되었다. 둘째, 해양등록·관리객체의 접근 틀 적용은 해양등록대장, 해양권리등록원부, 해양권원등록부, 해양필지도 등의 검토를 통하여 이루어졌다. 셋째, 효율적인 해양관리를 위한 새로운 해양등록객체의 도출은 해양등록객체의 정형화, 해양등록객체의 재설계, 새로운 해양등록객체의 적용 관점에서 이루어졌다.
