    This study examines the structural limitations of South Korea’s current public conflict management system and emphasizes the need for a preventive approach. The existing system faces challenges such as the absence of a legal foundation, arbitrary implementation of procedures, and a lack of independence and expertise in conflict mediation bodies. In the private sector, issues like the uncontrolled spread of qualification systems, regional imbalance are also evident. Particularly, weak coordination with the intelligence police restricts early detection and preventive responses. Intelligence police are capable of detecting early signs of conflict through various channels. These functions position them to identify warning signals before policy decisions are made. However, their role remains largely limited to post-conflict order maintenance, with minimal institutional involvement in proactive conflict prevention. To address this, the study proposes redefining the role of intelligence police and establishing a collaborative public conflict management framework. By reframing the intelligence police, this approach provides a practical foundation for a paradigm shift in conflict management. Ultimately, it seeks to foster a preventive model of public conflict resolution and strengthen social trust and policy legitimacy through collaborative governance.
