천안함 사태 이후 인간안보의 논의 방향: 국가안보와의 조화를 중심으로 = The Proposal on Human Security after the Warship Cheonan Incident: Focused on the Harmony with National Security

다국어 초록 (Multilingual Abstract)

This paper is to search for an alternative to strengthen the discussions on human security in South Korea, which is reinforcing its traditional national security posture in the wake of the sinking of warship Cheonan incident in March 2010. The incident made South Korean people to re-recognize the importance of national security effort. South Korean government started expediting its defense reform efforts and strengthening its alliance with US.
However, the people's active participation in the management of the Warship Cheonan incident and unlimited expression of various opinions on the cause of it demonstrated the validity of human security concept, which emphasized the people-oriented approach to security. Although human security has been criticized for vagueness of its concept, it fits for the people's participation in security issues in the current democratic world. If South Korea does not recognize this hidden lesson of the Warship Cheonan incident, its security effort will not be supported by the people.
At the same time, proponents of human security also need to incorporate the realistic view of traditional security approaches and mitigate the vagueness of itself. The human security concept should limit its focus to narrower one to increase the reality and search for the way to be in harmony with national security efforts. Instead of being satisfied with raising criticism on traditional national security, it should prove its own usefulness by covering and solving the practical security issues in the human society. By doing this, the human security can contribute to both the security of the people and the security of the nation.

국문 초록 (Abstract)

본 논문은 천안함 사태 이후 전통적인 국가안보 노력이 강화되는 상황에서 인간안보에 관한 바람직한 토론방향을 제시하기 위한 노력이다. 국가안보는 무엇과도 바꿀 수 없는 절체절명의 중요성을 갖고 있고, 2010년 3월 26일 북한의 어뢰 공격에 의하여 격침된 천안함 사태는 그 동안 잊고 있었던 국가안보의 중요성을 국민들에게 자각시킨 효과가 크다고 할 수 있다. 그럼에도 불구하고, 천안함 처리 과정에 대한 국민들의 적극적 참여와 의사 표현사례를 고려할 때, “안보의 근본적 목적은 국민들의 안전”이라는 인간안보의 지향점은 여전히 유용하다고 할 수 있다. 비록 개념적 모호성이나 주체의 불명확성에서 한계가 없는 것은 아니지만, 인간안보는 민주주의의 발전이라는 시대적 추세에 부합된다. 이러한 시대에 전통적인 국가안보 방식만을 적용할 경우 국민들의 지속적인 지지를 받기는 어렵다.
당연히 인간안보의 주차장들도 국가안보와의 조화에 노력할 필요가 있다. 우선, “결핍으로부터의 자유”까지 망라하는 포괄성을 다소 제한하여 “좁은 개념의 인간안보"에 충실할 필요가 있고, 공동체와 개인의 역할을 강조함과 동시에 안보에 관한 국가의 필수적 역할과 역량을 인정하고 활용할 필요가 있다. 인간안보 주창자들은 정부와의 협력을 강화할 수 있어야 하고, 동시에 국가안보의 주체들은 시민단체 및 개인들의 의견을 적극적으로 수렴하여야 한다. 이러할 때 현 시대에 부합되는 완전한 안보를 보장할 수 있고, 천안함 사태 이후 추진되고 있는 국가안보를 위한 노력이 균형을 유지하거나 지속성을 보장받게 될 것이다.
