Since the 1997 Asian financial crisis, the number of nonstandard workers in Korea has been continuously growing. The problem of nonstandard workers in the labour market is one of the most critical issues of the Korean society. Although this problem, especially in the public sector, should be properly examined and appropriate solutions should be applied, research on the employment status of nonstandard workers in the public sector, particularly at the local government level, is often overlooked. Taking this into account, this study aims to exp lore the emp loyment s tatus of nonstandard workers in the public sector by examining the cases of public institutions of the Jeonbuk Province, and seeks for policy alternatives to resolve the number of problems that have recently emerged. According to the survey results of Jeonbuk public sector nonstandard workers, reasons to take advantage of nonstandard workers have been identified as ‘difficulty in increasing the number of permanent workers’, and ‘characteristics of work duties’. These factors are not the most significant in the private sector, where core reasons to hire nonstandard workers are the ease of employment adjustment and reduction of labor costs. Therefore, bearing in mind these differences between the public and p rivate sector, this study argues that policy alternatives to resolve the problems of nonstandard workers in t he p ublic sector s hould be considered in a lternative ways from that of the private sector.
