본 논문은 소규모 학교 통.폐합정책에 대한 공간의 차별적 대응양상에 관한 사례연구이다. 제주도 북제주군 애월읍 납읍초등학교를 사례로 정부의 일방적인 주도로 이루어지고 있는 소규모 학교 통·폐합정책에 대하여 지역 공간에서 차별적으로 나타난 지역 주민의 대응양상을 살펴보는 것이 목적이다.
이와 같은 연구목적을 수행하기 위하여 문헌연구와 현지답사를 병행하였으며, 1991년 분교장 격하 예정이었던 납읍초등학교와 그 지역사회 주민들을 통하여 10년동안 이루어진 학교살리기 운동 과정을 살펴보았다. 연구결과를 요약하면 다음과 같다.
첫째, 소규모 학교 통.폐합의 사회.경제적 배경은 농어촌 인구감소와 그로 인한 농어촌학교의 소규모화에서 비롯된다. 교육부는 1982년부터 교육과정의 정상적 운영과 교육재정의 효율적 사용을 목적으로 소규모 학교 통.폐합정책을 추진하고 있으며, 교육부 운영지침을 토대로 제주도 교육청이 수립한 통.폐합 실행계획에 따라 제주도에서는 모두 47개교가 분교장으로 개편되거나 폐교되었다.
둘째, 전국적으로 실행된 소규모 학교 통.폐합정책에 대해 납읍리 주민들은 ‘학교살리기 운동’이라는 자발적이고 적극적인 대응양상을 보여 주었다. 마을 주민들은 위기를 인식하고 먼저 운동주체인 대책위원회를 구성한 후 학교살리기운동에 주민 전체가 동참하도록 호소하였다. 이어 대책위원회와 납읍초등학교총동창회는 타지역에 거주하는 동문들의 자녀들을 대상으로 전입을 장려하여 학생 수를 확보함으로써 통.폐합을 막아보려 하였으나 성과는 미약하였다. 이들은 다시 마을의 빈집을 수리하고 무상으로 임대해 주어 타지역의 취학 아동을 전입시키면서 학생 수가 일시적으로 늘어나 학교는 통·폐합을 면할 수 있게 되었다. 그러나 마을 주민들은 보다 안정적이고 장기적인 대책이 필요함을 절감하고 6년여 동안 10억 원이 넘는 기금을 조성하여 전입자용 공동주택 3동을 건립, 무상 임대해 줌으로써 지역공동체운동을 성공으로 이끌게 된 것이다. 학교살리기운동은 단순히 납읍초등학교의 통·폐합을 막아냈다는 의미를 넘어서 주민들에게 마을의 긍지와 자존심을 지킬 수 있게 되었다는 자긍심과 함께 미약해져가던 지역공동체 의식을 다시 한번 강화하는 결정적인 계기가 되었다.
셋째, 납읍초등학교살리기 운동의 성공요인으로는 반촌의식에 기초한 사회 문화적 환경, 자생단체의 강한 조직력과 리더들의 적극적 역할, 주민들의 강한 의지와 민주적 의사 결정과정, 지원 가능한 인적 요소와 경제적 기반, 제주시와의 인접성, 행정기관과 언론기관의 우호적 지원 등을 들 수 있다. 이런 요인들은 납읍리만이 가지고 있는 ‘공간성’(spatiality)에서 연유하는 것으로 볼 수 있으며, 이는 일률적으로 적용되고 있는 소규모 학교 통.폐합정책에 대한 납읍리 주민들의 차별적 대응이라는 가시적인 양상으로 나타났다고 할 수 있다.
이상의 연구를 통하여 아래와 같은 몇 가지 정책적 시사점을 도출할 수 있었다.
첫째, 지역의 특수성을 반영하여 다양한 통·폐합 기준안이 마련되어야 한다. 학생 수만을 고려한 단일 기준안을 획일적으로 적용하기 보다는 대상 학교의 역사성과 지역사회 속에서 학교의 역할과 의미, 학교에 대한 주민들의 기대와 애착 등 다양한 요인들을 고려하여 지역의 특성에 적절하고 유연한 기준안이 마련되어야 할 것이다.
둘째, 통·폐합 정책을 실행하는 과정에서도 지역 주민들의 참여권과 선택권이 보장되어야 한다. 교육부가 일방적, 하향적으로 통·폐합을 집행하려 할 것이 아니라, 최소한 공청회나 각종 토론회 등 지역 주민들의 의견을 최대한 수용할 수 있는 기회를 제공하여 주민들의 공감을 확산시키는 공론화 과정을 거칠 필요가 있다. 이러한 공론화 과정에서 지역 주민들은 단순한 방청객이나 설득 대상이 아니라 적극적으로 자신들의 의견과 입장을 개진하는 중요한 주체로 인정되어야 하며, 최종적인 선택권 역시 지역 주민들에게 주어져야 한다.
셋째, 정부 부처간 유기적이고 합리적인 정책수립이 요구된다. ’90년대 이후 농림부는 ‘돌아오는 농어촌 만들기’ 사업에 42조원이라는 막대한 국가 예산을 투입하여 농촌인구부양 정책을 추진하고 있는 반면, 교육부는 농어촌 소규모 학교 통·폐합정책을 강행하여 농촌인구유출을 가속화하는데 기여하고 있다. 정부 부처간 상호 모순된 지역정책은 엄청난 국가 예산을 낭비할 뿐만 아니라 정책의 신뢰도를 추락시키는 중요한 요인이 되기도 한다.
끝으로, 장기적 안목으로 볼 때 농촌 지역의 교육을 활성화하기 위한 특별한 제도적 장치가 필요하다. 농어촌과 농어촌 학교를 위한 재정적 지원과 법적인 뒷받침이 이루어져야 하므로 ‘농어촌교육특별법’이나 ‘농어촌 소규모 학교 지원법’ 등을 제정하여 장기적이고 안정적인 농어촌 학교교육의 활성화 방안이 강구되어야 한다.
본 연구를 통하여 농어촌 마을 지키기와 학교 지키기의 이중고를 겪고 있는 농어촌 지역주민들에게 장기적이고 안정적인 교육을 위한 새로운 대안이 제시되길 바라며, 농어촌 소규모 학교에 대한 우선적인 지원과 육성 방안을 마련하여 파행으로 치닫는 교육현실에 대한 새로운 지평을 열어가는데 본 연구가 작은 디딤돌이 되기를 기대한다.

The purpose of this thesis is to identify problems arising from the policies of the Ministry of Education concerning the abolition and amalgamation of small schools while examining locally different responses to the abolition and amalgamation of small schools as a case study. It includes a critical review of educational policies and to suggest some future implications based on document study and field study, keeping track of a ten year campaign by local residents to preserve Nab-Eup Elementary School located in Aewol-eup, Bukjeju-gun, Jejudo. The school was supposed to be downgraded in 1991 to a branch school.
The findings are as follows:
1. The social and economic backgrounds of abolition and amalgamation of small schools derive from population decrease and reduction of schools in farming and fishing villages. Since 1982, the Ministry of Education has promoted the abolition and amalgamation of small schools for the purpose of adequate management of its curriculums and efficient operation of educational budget. There have been 47 elementary schools either abolished or downgraded to branch schools in accordance with the Jeju Education Office's policy of abolition and amalgamation under the Ministry of Education's administrative guides.
2. In their response to the policies on abolition and amalgamation of small schools, Nabeup-ri residents' campaign to preserve their local elementary school started with leadership organization and promoting and creating public opinions. They recognized the crisis and appealed to the whole residential community to join the campaign in order to preserve the school while forming an emergency commission. At first, the commission and the general alumni association encouraged the graduates to move back in with their children in vain. The next step they took was to repair vacant houses and offer free rent to attract children from other residential communities. With new occupants moving in, the number of students increased temporarily and the school could avoid abolition and amalgamation. Local residents, however, identified the need for more stable long-term plans and took initiatives. For over six years, after all, they made a sucess case of a local community campaign by raising 1 billion won and building town houses with free rent. They successfully attracted households with elementary schoolers and eventually preserved their school and kept their pride.
3. The success factors of the campaign can be attributed to the social-cultural environment based on local residents' traditional class identity as gentlemanship, strong organization power of voluntary groups, leaders' active roles, residents' strong will and democratic process of decision-making, human resources for support and economic base, adjacent location to the City of Jeju, and favorable support from the local administrations and mass media. These factors can be accounted for as special localities, and led to their different response to policies on small school abolition and amalgamation which are being applied uniformly across local areas.
According to the above findings, this thesis suggests future implications for the policies on small school abolition and amalgamation as follows: (1) provision of a variety of abolition and amalgamation plans reflecting local specifics, (2) guarantee of local residents' participation and selection, (3) making consistent policies agreed by administrative authorities concerned and (4) consideration for balanced development of communities and principles of equity. Still, it is hard to deny the need for abolition and amalgamation of small schools. But it is necessary to have practical discussions and reviews to prevent procedural problems arising from hasty enforcement of administrative policies and to be equipped with appropriate diagnosis of and alternatives to reduce their adverse effects.
The followings are the results from the case study conducted for this dissertation. First, Nab-Eup Elementary School's preservation is largely indebted to special locality Nab-Eup residents possess, and thus their school district is maintained as a kind of administrative divisions accordingly. Second, what is in need for residents in farming and fishing villages are not the policies of abolition and amalgamation of schools, but those of support and assistance for small schools. Third, from a long-term view, rural areas should be considered with a special system for education. That is to say, to guarantee financial and legal support for farming villages and their schools, required are legislation of ‘special education law for farming and fishing villages’ and ‘supportive law for small schools in farming and fishing villages.’ Lastly, this thesis concludes that new alternatives are presented to provide stable education for residents in rural areas which tend to suffer the double burden of preservation of their own towns and their school. Hopefully, this study opens a new page for the reality of education in small schools in crippled operation which is in need of prior support and long-term aid plans.
