공공산후조리원에 대한 정책적 논쟁과 문제점 - 정책담론을 넘어 여성건강 운동으로 = Policy Argument and Issue for Public Postpartum Care Center - Beyond the Policy Discourse to the Women`s Health Movement

다국어 초록 (Multilingual Abstract)

This article analyzes policy argument over the issue and the operating status and problems surrounding establishment of public postpartum care center. Also, through the analysis it researches ‘publicness’ of public postpartum care center, whether the publicness is fully considered women’s reproduction health right. The private postpartum clinics, which had operated since 1997, are commercial businesses so that many problems were raised such as high cost, cost gap and health and safety. However, some local government have established and operated public postpartum care center since 2013 to provide systematic public services which can encourage childbirth and can give health care for mothers and newborns. Although, there are not big differences in terms of both cost and service between both private postpartum clinics and public postpartum care center. In addition, the character of public postpartum care center is more like ‘selective’ welfare benefit not the ‘universal’ publicness because it limits and differentiate the people(target)who utilize the center and get remission of fees. Finally, in this article, I suggest in need of grassroots movement for women’s health community center. It should be based on the experience of the western women’s health movement and also should beyond the limits of the policy
