Social requirement for the restoration of benefit from a development has been reconsidered in recent year. The enactment of legislation which has concept of public ownership of land is anticipating. Nevertheless, correction of major frame of the legislation cannot be excluded, because of the friction among private land owners for the right of land ownership. The priority has to be given to the investigation and amendment of existing system rather than searching for new system or policy. Particularly, the systematic management of the land readjustment project which is operated by the concept of beneficiary's charge is required. The paper investigates the beneficiary's charge system in land readjustment project. Main factors which affect on beneficiary's charge system are compared and analysed with case studies in Korea and Japan. The paper reports the suitable amount of beneficiary's charge to make appropriate operation of the system.
