      The establishment of Japanese local government was achieved in 19th century. The system was continued without nearly changing till the second world war although it was revised many times. After world war Ⅱ, today's dual structure in local government was fixed. The point at issue and improvement direction of these Japanese local government was studied through following chapters :
      Chapter one is an introductory remarks.
      Chapter two is a step on the processing of transition in local government.
      Chapter three is a step on analysis of function and character of local government.
      Chapter four is a step on analysis of the point at issue and improvement direction of local government.
      Chapter five is a conclusion.
