커뮤니티케어의 보편적 실시를 위한 선도지역 사업 분석 = Analysis of Projects in Leading Regions for Universal Implementation of Community Care

다국어 초록 (Multilingual Abstract)

The purpose of this study is to increase the practicality and effectiveness of future projects by analyzing the leading projects of community care being implemented for inclusive welfare. Community care is a policy that supports comprehensive and integrated services so that people can live a human life in response to a rapidly aging society and spend their retirement where they lived. Detailed business plans for 13 regions selected as leading areas were analyzed into four categories: housing, health, medical care, care, and service linkage. ① Housing support was planned for housing renovation and safe care housing supply plan to prevent safety accidents. ② Health and medical care were planned for visiting medical care, chronic disease management, and emotional support. ③ For nursing and caring, meals, mobility support, and emotional support for caring families were planned, and ④ Service linkage was planned to connect services by operating an integrated care window. For a successful business, a platform that connects the service content and the target person and a manpower training plan are needed.

국문 초록 (Abstract)

본 연구의 목적은 포용적 복지를 위해 시행 중인 커뮤니티케어의 선도사업을 분석하여 앞으로 진행될 사업의 실용성과 효과성을 높이는 데에 있다. 커뮤니티케어는 급속한 초고령화 사회에 대응하여 인간다운 삶을 영위하면서 자신이 살던 곳에서 노후를 보낼 수 있도록 포괄적이고 통합적인 서비스를 지원하는 정책이다. 선도지역으로 선정된 13개 지역의 세부사업계획을 주거, 건강·의료, 요양·돌봄, 서비스 연계의 4개 항목으로 분석하였다. ① 주거지원은 안전사고 예방을 위한 주택개조와 안심케어주택 공급계획위주의 사업이 구상되었다. ② 건강·의료는 방문 의료, 만성질환관리, 정서지원 등이 계획되었다. ③ 요양·돌봄의 경우는 식사와 이동지원, 돌봄가정에 대한 정서적 지원 등을 계획하였으며, ④ 서비스 연계는 통합돌봄창구 운영으로 서비스를 연계하는 서비스 연계를 계획했다. 성공적인 사업을 위해서는 지속가능성한 서비스 내용과 대상자를 연결하는 플랫폼과 인력 양성 계획이 필요하다.
